Glitter is a decorative material made of small, light-reflecting particles. Some conventional glitter is made from plastic such as PET, making it a potential source of primary microplastic when particles escape during use or disposal. But glitter materials differ, and neither “biodegradable” nor “plastic-free” alone proves a product has no environmental effects. The EU restriction applies to certain synthetic polymer microparticles and uses—not to all glitter everywhere.
What is glitter made of?
Glitter is made from small particles designed to reflect light. A commonly studied conventional variety is polyethylene terephthalate (PET) glitter, but products can also use modified regenerated cellulose, mica, synthetic mica, or other materials. Construction and composition vary by product, so a generic label such as “glitter” does not identify what is in the particles.
For a painting or craft project, check the product’s listed composition rather than assuming all glitter is plastic—or that a product described as an alternative is environmentally harmless.
Is glitter a microplastic?
Plastic glitter can be considered a primary microplastic: it is manufactured as small particles, rather than becoming small only after a larger plastic item breaks apart. Particles may escape into the environment during use or disposal. Whether a particular glitter falls within a scientific or regulatory definition depends on its material and context.

Available sources do not establish a reliable percentage of total global microplastic pollution attributable specifically to glitter. It is a recognized source of concern, but a precise share should not be inferred.
What do studies say about glitter’s environmental effects?
Duckweed experiment
A 2023 study by Boots, Green, Olah-Kovacs, De Falco, and Lupo tested PET glitter, modified regenerated cellulose glitter, synthetic mica, and kaolinite particles with common duckweed (Lemna minor). The experiments lasted 14 days. In the conditions tested, the authors reported little effect from PET, synthetic mica, kaolinite, or aged glitter. At high concentrations, fresh modified regenerated cellulose glitter reduced root length, biomass, and chlorophyll; some less pronounced effects also appeared with leachate. The researchers noted metals in the tested cellulose glitters as one possible explanation. Read the study.

These findings describe specific materials, concentrations, and test conditions. They do not show that all cellulose glitter is harmful or that materials with little effect in this experiment are harmless in every setting.

Other freshwater evidence
A separate freshwater mesocosm study compared PET with modified regenerated cellulose, mica, and synthetic mica glitter. Outcomes varied among organisms and ecological measures, reinforcing that effects depend on both the material and what is measured. Read the study.

What this means for biodegradable glitter
“Biodegradable” is not, by itself, evidence of zero ecological effect. Environmental behavior depends on the actual composition and relevant conditions, while experiments may examine only particular organisms and outcomes. Treat broad environmental claims cautiously unless they are supported for the material in the product and the conditions that matter.
Is glitter bad for human health?
The available evidence here does not establish a glitter-specific human health effect. A 2026 assessment by New Zealand’s Ministry for the Environment says it does not establish direct evidence of adverse human health outcomes from microplastics and nanoplastics, while describing them as a credible emerging risk that warrants further research and monitoring. That is a broad assessment, not a measurement of health risk from glitter exposure. Read the Ministry’s assessment.

What does the EU glitter restriction cover?
Commission Regulation (EU) 2023/2055 restricts certain synthetic polymer microparticles on their own or intentionally added to mixtures for covered uses under REACH. European Commission guidance says: “Only glitter made of non-biodegradable, insoluble plastic is concerned.” The rule is therefore not a blanket ban on every kind of glitter, and EU requirements should not be mistaken for worldwide rules. Some uses, including certain cosmetics and detergents, have specific transition periods. Treatment can depend on the material, intended use, how glitter is incorporated or contained, and whether an item is an article. The regulation itself explains its pollution rationale in recital 42: “It has been demonstrated that microplastic pollution is extremely persistent, practically impossible to remove from the environment once emitted and that it accumulates progressively in the environment.” Read Commission Regulation (EU) 2023/2055. For a particular product or use, consult current official guidance rather than relying on the general description here.

How to choose and use glitter for crafts
- Check composition. Look for material details such as PET, modified regenerated cellulose, synthetic mica, or other stated ingredients; do not rely on the word “glitter” to identify them.
- Match the material to the project. If you are looking for a craft substitute, “biodegradable cellulose craft glitter” or “synthetic-mica craft glitter” can help identify material categories. These are search terms, not endorsements or guarantees about a specific product.
- Consider how it is used. Loose particles and glitter fixed in glue, paint, or another matrix may have different release pathways and may be treated differently under EU guidance.
- Limit avoidable release. Follow the maker’s disposal instructions and, where practical, avoid washing loose glitter into a drain.
