Your Complete Guide to Reupholstering Furniture

A practical guide to inspecting furniture, planning fabric and filling, following the reupholstery workflow, and knowing when U.S. flammability requirements apply.

Reupholstering furniture means more than stapling on new fabric: the work can involve inspecting and repairing the frame, restoring its support and padding, fitting and sewing covers, and finishing the piece. The right sequence and materials depend on the furniture’s construction, cushions, seams, trim, and condition. Start by documenting the piece before removing anything, then decide whether the frame and the project scope make recovery worthwhile.

Is reupholstering the right choice?

First inspect the frame, joints, support system, cushions, and existing repairs. A sound frame with worn fabric or tired filling may be a reasonable candidate for recovery; extensive structural damage can make the project substantially more involved. Consider the repair scope, total material and labor cost, your sewing and upholstery skills, and the furniture’s sentimental or design value. There is no universal cost threshold that makes reupholstery worthwhile.

Furniture designs vary. A chair with a simple seat is a different job from a sofa with several cushions, patterned fabric, decorative trim, or complex seams. Treat the piece in front of you—not a generic tutorial—as the guide to the work.

What tools and materials do you need?

Gather tools and supplies only after inspecting the construction and identifying the work required. A basic project may call for:

  • A staple remover or tack puller for taking off old upholstery; this is a practical option, not a universal requirement.
  • An upholstery staple gun and compatible staples. The gun, fastener length, and safe handling must suit the frame and the layers being attached. UNIDO lists a staple gun and staples among upholstery-operation equipment, but does not specify a consumer setup for every piece (UNIDO technical upholstery manual).
  • Replacement padding, resilient filling, and upholstery fabric if inspection shows they are needed.
  • Sewing supplies if the project requires new seams or cushion covers.

Do not assume that every project needs new foam or the same fasteners. Match replacement materials to the furniture’s construction and, where applicable, verify their compliance documentation.

How do you reupholster furniture?

The stages below describe a broad workflow, not a universal removal or attachment pattern. The sequence and techniques vary with frame construction, support system, cushion layout, seams, and trim. UNIDO’s manual describes upholstery production operations; it is a workflow reference, not a consumer-tested tutorial for a particular chair or sofa.

  1. Inspect and document the piece. Check the frame, joints, springs or webbing, padding, cushions, seams, and trim. Photograph the furniture from several angles and take close-ups as you work. Document how layers overlap, where fasteners sit, and how fabric is folded around corners and openings.
  2. Remove the old covering carefully. Work in a controlled order, recording each layer before removing it. Preserve pieces that may help you understand the original pattern, but do not assume worn or stretched pieces will be accurate templates for new covers.
  3. Repair the frame and support system. Address necessary frame or support repairs before covering them. The appropriate work depends on what inspection reveals; do not hide a structural problem beneath new fabric.
  4. Refresh padding and filling as needed. Replace or repair deteriorated or unsuitable material rather than automatically replacing every layer. Cushion filling and foam cutting are part of the upholstery workflow described by UNIDO. In regulated U.S. reupholstery, filling is also among the materials covered by the flammability framework, so check documentation where the rules apply (CPSC upholstered furniture guidance).
  5. Measure, plan, and cut the fabric. Measure each section separately and account for seams, folds, cushions, and pattern matching. Lay out pieces before cutting so that prominent motifs line up as intended. UNIDO’s manual includes fabric inspection, cutting, and sorting in its production workflow (UNIDO technical upholstery manual).
  6. Sew covers or seams where the design requires them. Make and check the covers before attaching them. Cushion construction and existing seams determine how much sewing is involved.
  7. Attach the covering in a controlled sequence. Follow the original construction where it is sound, keeping the fabric aligned and tension even. Use fasteners suited to the frame and materials; take care around sharp tools and fasteners.
  8. Close cushions, finish trim, and inspect the result. Check alignment, seams, attachment points, and the finished appearance. Correct problems while the relevant section is still accessible.

How much fabric do you need?

There is no reliable one-size-fits-all yardage figure. The quantity depends on the furniture’s dimensions and shapes, number of cushions, pattern repeats, and how pieces can be laid out on the fabric. Measure every section and plan the layout before ordering; a large pattern repeat or a need to match motifs can increase the amount required. Buy fabric only after accounting for those details rather than relying on a generic estimate.

How should you choose upholstery fabric and filling?

Choose fabric for the furniture’s use and care

Consider how the furniture will be used, the fabric’s construction and care requirements, and the look you want. Available performance information can help compare options, but test results are not a guarantee of service life. The Association for Contract Textiles (ACT) cautions that laboratory testing alone cannot predict field performance because care, misuse, and environment also affect results.

For indoor woven fabrics in the application described by ACT’s voluntary guidance, the cited indicators and minimums are:

Indicator ACT voluntary guideline
Pilling Class 3 minimum under ASTM D3511 or ASTM D4970
Breaking strength 50 lb minimum in both warp and weft
Seam slippage 25 lb minimum in both warp and weft

These are ACT guideline values for the stated indoor woven-fabric application, not universal legal thresholds or a promise of how long a fabric will last. See ACT’s physical-properties guidelines for their context.

Replace filling based on condition

Replace or refresh foam and other resilient filling when inspection shows it is damaged, deteriorated, or unsuitable for the furniture. In U.S. work subject to flammability rules, do not assume a replacement filling is compliant based on its appearance or general description; confirm the relevant material documentation.

When do U.S. flammability and labeling requirements apply?

U.S. federal requirements are relevant to covered upholstered furniture, particularly when furniture is reupholstered for sale or as part of commercial work. The CPSC says 16 C.F.R. part 1640 applies the requirements of TB 117-2013 to covered upholstered furniture. For items manufactured, imported, or reupholstered on or after June 25, 2021, the applicable test-method requirement took effect; the permanent-label requirement took effect for covered items on or after June 25, 2022. The CPSC FAQ says reupholstered furniture, including antiques, must comply when reupholstered for sale, while furniture kept for personal use is outside this requirement (CPSC upholstered furniture guidance and FAQ).

The framework covers cover fabric, resilient filling, barrier material, and decking where present. A compliant construction may use a passing barrier material that completely surrounds the filling, or passing cover fabric and filling; decking material, if present, must also pass its test. New cover fabric and resilient filling added during regulated reupholstery must meet applicable requirements.

For covered items, the CPSC specifies this permanent certification-label wording: “Complies with U.S. CPSC requirements for upholstered furniture flammability.” This is a U.S.-specific overview, not a substitute for checking current requirements for a particular job. Commercial work, work for resale, and children’s furniture may involve additional requirements; consult current CPSC guidance and applicable state and local rules.
