For most beginners who want underwater still photos, the OM System Tough TG-7 is the simplest place to start. Choose a Sony RX100 VII or Canon PowerShot G7 X Mark III in a compatible housing if image quality and manual control matter more than simplicity; choose a DJI Osmo Action 5 Pro or GoPro HERO13 Black if video is the priority. These are different kinds of systems, not interchangeable entries in a single “best camera” ranking.

The right choice depends on your depth, subjects, lighting, and willingness to maintain a housing. Compare the complete setup—not just the camera body—before buying.

What counts as a compact underwater camera?

“Compact” can mean a pocketable camera with a built-in lens, or more loosely any small camera used underwater. Four categories are worth separating because they differ in still-image capability, waterproofing, and setup.

Native waterproof rugged compacts

A rugged compact such as the OM System Tough TG-7 is designed to go underwater without a separate housing within its stated depth rating. Ricoh WG-series and SeaLife Micro-series cameras are other examples. These cameras suit snorkeling, shallow diving, travel, and close-up subjects. They avoid the extra housing and its seals, but still need careful handling: small sensors, limited physical controls, and fixed lenses constrain their low-light and optical flexibility.

The TG-7 stands out in this category for its underwater modes, RAW capture, and Super Macro focusing. Its specifications list a 1/2.33-inch, 12MP sensor and a 25–100mm-equivalent f/2.0–4.9 lens; its Super Macro mode can focus at approximately 1cm. That minimum focusing distance is not the same as magnification or guaranteed working distance: lighting, focus behavior, subject movement, and water clarity still determine whether a close-up is usable. See OM System’s TG-7 product page and the camera specifications.

Premium fixed-lens compacts in housings

The Sony RX100 VII and Canon PowerShot G7 X Mark III have 1-inch-class sensors and need a compatible underwater housing. Their larger sensors generally give more latitude for detail and low-light scenes than the TG-7’s smaller sensor, while manual controls and external-light support suit photographers who want to advance beyond automatic snapshots. A housing may also allow wet wide-angle or macro lenses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The trade-off is a more expensive, maintenance-intensive system. Housing fit is model-specific, and a camera that works well topside may be awkward underwater if important controls are hard to reach or its lens and port arrangement limits accessories. Specialist coverage from Backscatter and Bluewater Photo treats these as advanced compact choices, not simpler substitutes for a rugged camera.

Action cameras

The DJI Osmo Action 5 Pro and GoPro HERO13 Black are primarily video cameras: stabilized, wide-view, easy to mount, and convenient to operate. DJI lists the Action 5 Pro’s sensor as 1/1.3 inch, with waterproofing to 20m without a case and 60m with its Waterproof Case; it also lists a built-in pressure gauge. DJI recommends using the case for long-duration underwater shooting or high-impact water environments. Check the DJI specifications and support information for current conditions and instructions.

GoPro’s Protective Housing is marketed for HERO13 Black and related models; verify the exact supported model before purchase. GoPro’s housing page is the primary compatibility reference. Action cameras’ fixed ultra-wide views make distant subjects look small, and their still-photo and macro controls are less flexible than those of a dedicated compact.

Smartphones in dive housings

A phone housing can be appealing if you value a familiar camera app, computational photography, editing, and connectivity. It is a separate system category, not simply a waterproof phone: check the housing’s depth rating, rigid or flexible construction, phone-model fit, touchscreen behavior underwater, screen visibility, battery access, fogging risk, and support for a tray or lights. Backscatter’s housing listings include SeaLife’s SportDiver Ultra smartphone housing alongside dedicated camera housings; see the current category listings.

Choose by the kind of images you want

Use Strong direction Why and what to watch
Snorkeling and vacations TG-7 or an action camera Simple preparation and fewer housing concerns; choose the TG-7 for stills and close-ups, an action camera for stabilized video.
Beginner scuba stills TG-7, or housed RX100 VII The TG-7 is easier to start with; the RX100 VII offers a larger sensor and more room to control exposure, at added system cost and maintenance.
Macro and nudibranchs TG-7, or a housed compact with a macro wet lens Close focus, stable positioning, and controllable light matter. A short minimum focus distance alone does not ensure a sharp, well-lit macro image.
Reef wide angle Housed RX100 VII or G7 X Mark III with compatible wet wide-angle optics; action camera for casual video A built-in compact lens may not capture a broad scene. A wet lens and getting close help reduce the amount of water between camera and subject.
Fast-moving fish Housed RX100 VII or G7 X Mark III Autofocus and exposure control are useful; check housing access to the controls you need.
Underwater video DJI Action 5 Pro or GoPro HERO13 Black Stabilization, wide coverage, and straightforward recording favor action cameras. Their strengths do not make them the best macro still cameras.
Technical or deep diving A camera in a housing rated for the intended dives Do not treat a native waterproof rating as adequate for depths beyond that rating.
Professional stills or demanding large prints Consider a housed mirrorless or full-frame system Compact systems have limits in sensor performance, optics, and lighting flexibility.

Underwater specialist guides make similar distinctions among rugged compacts, advanced compacts, action cameras, smartphones, and interchangeable-lens systems. See Backscatter’s compact-camera guide and Bluewater Photo’s broader camera guide.

How much does sensor size matter underwater?

A 1-inch sensor in the RX100 VII or G7 X Mark III generally gathers more light and offers more latitude for detail and low-light work than the TG-7’s 1/2.33-inch sensor. That is a comparative expectation, not a promise that the larger-sensor camera will produce a better picture in every scene. Water clarity, distance to the subject, lighting, focus, and the housing port all affect the result.

In clear water, getting close often matters more than changing cameras: water absorbs color and reduces contrast, so every extra distance between lens and subject makes the image harder. A larger sensor cannot fix poor buoyancy, backscatter, an obstructed port, or insufficient light. A TG-7 that is ready to use and easy to aim may produce better real-world photographs for a beginner than a more capable system that is cumbersome or poorly set up.

Shortlist: what each camera system does best

OM System Tough TG-7: the easiest still-photo starting point

The TG-7 is the most straightforward choice here for snorkeling, shallow scuba, travel, and macro-focused stills. It offers RAW capture, underwater modes, 4K video, and a native depth rating of 15m/49.2ft under OM System’s stated test conditions. Its advantages are portability and low setup complexity; its smaller sensor and fixed lens make it less suited to demanding low-light scenes or broad optical expansion. Specifications and qualifications are on OM System’s manual page.

For greater depth, OM System’s PT-059 housing is designed for the TG-6 and TG-7 and rated to 45m. On the U.S. OM System store, the TG-7 was listed from $549.99 and the PT-059 at $399.99, with the housing out of stock when checked on August 18, 2026. These are U.S. price and availability signals from that date, not guaranteed current prices or a complete-system total. Check the TG-7 page and the PT-059 page before planning a purchase.

Sony RX100 VII: a more expandable compact system

Choose the RX100 VII if you prioritize a 1-inch sensor, autofocus, a versatile zoom, and an upgrade path involving external lighting and wet optics. Its zoom range is not automatically an underwater advantage: wide-angle views and close approach are often more useful than reaching a distant subject through water.

The camera is not waterproof by itself, and its housing must be made for the exact model. Do not assume Sony’s MPK-URX100A fits the RX100 VII: Sony’s page covers earlier RX100 generations and does not establish VII compatibility. Check Sony’s compatibility information, then verify a specific RX100 VII housing with its maker or a current specialist listing such as Backscatter’s housing results. Camera and housing availability can change, so establish both before buying either.

Canon PowerShot G7 X Mark III: a manual-control alternative

The G7 X Mark III is another 1-inch compact for photographers who want manual exposure and a housing-based system. Backscatter highlights its manual white-balance color performance in underwater use; that is a specialist assessment, not a guarantee in every water or lighting condition. It requires a compatible housing and port arrangement. Because it is an older design and stock can be inconsistent, compare the body, housing, and accessories together rather than assuming it is the cheaper route. See Backscatter’s compact-camera discussion and current housing category.

DJI Osmo Action 5 Pro and GoPro HERO13 Black: video first

The Action 5 Pro is a strong fit for stabilized video, snorkeling, mounting, and straightforward recording. DJI lists 20m caseless and 60m cased waterproofing, plus a pressure gauge; follow its case guidance for long underwater sessions. Its wide fixed view is convenient for a reef or dive companion, but not ideal when you need tight animal portraits or deliberate macro stills. DJI’s product page and support page provide model-specific information.

The HERO13 Black makes sense for someone already invested in GoPro mounts and workflows, or who prioritizes its video ecosystem. Confirm camera depth guidance and protective-housing compatibility for the exact model on GoPro’s housing page. Action-camera specifications do not remove the limitations of small sensors, wide fixed perspectives, and limited macro control.

Housing, lighting, and optics: budget for the whole system

The body price is only one part of an underwater camera system. A native waterproof compact can be used without a separate housing within its rating, whereas the RX100 VII and G7 X Mark III require housings. Add the equipment that matches your use, rather than assuming every diver needs every accessory.

  • Basic snorkeling: A native waterproof camera or action camera may be enough. Add a wrist lanyard or suitable tether, and check the camera’s seals and closure points.
  • Beginner scuba: Budget for the camera and suitable housing if the body is not waterproof, then consider a tray and one light. A tray improves handling and gives a stable place to mount lighting.
  • Advanced compact stills: Account for the camera, exact compatible housing, tray and handles, arms and clamps, one or two strobes or video lights, wet optics, spare seals, and travel protection.

Other possible costs include spare batteries, memory cards, approved O-ring grease, desiccant, a rinse container, a lanyard, and a repair or insurance reserve. No complete package price is stated here because housing and accessory choice, availability, and regional pricing vary; body-only comparisons are not a reliable system-cost comparison.

Lighting often matters more than a body upgrade

Water removes warm colors as depth and subject distance increase. The built-in flash sits close to the lens, so it can illuminate suspended particles and create backscatter. A tray with one or two external lights or strobes can improve color and subject separation when positioned away from the lens axis. Wide scenes need broad light coverage; close macro subjects often need careful positioning and lower power.

An underwater color mode or manual white balance can help with available light, but neither can restore light that never reached the sensor. A modest camera used close to a subject with controlled lighting can outperform a more expensive camera used too far away in dim water.

Wet lenses expand options, but check the exact configuration

The camera’s built-in lens is a dry lens: it stays behind the housing port. A wet wide-angle or macro lens mounts outside the housing and can be used underwater to broaden the view or increase close-up magnification. Compatibility depends on the camera housing, port, adapter, and lens together—not just the camera model. Nauticam’s compatibility document lists systems including the RX100 VII, G7 X Mark III, and TG-7-related configurations; verify the actual setup in the WWL-C compatibility document.

The TG-7 can use accessories such as the CLA-T01 adapter and compatible wet optics, but its system remains more limited than a housed premium compact with a dedicated port ecosystem. A wet lens is not a substitute for getting close, keeping the port clean, and lighting the subject well.

Controls to check before committing to a housing

Underwater, changing a setting with gloves on while maintaining position is harder than scrolling through menus on land. Judge the camera and housing as a unit: make sure the housing gives usable access to the controls your photography needs.

  • Physical shutter release and a secure grip.
  • Exposure compensation, aperture or shutter-priority control, and exposure lock.
  • Manual white-balance access if you plan to use it.
  • Focus lock or manual focus where close or moving subjects require it.
  • Flash control, playback, and custom modes.
  • Buttons large enough to use with gloves and positioned so you can operate them without losing your grip.

Depth ratings and housing care

There are two different questions: whether the camera body is rated for the intended water depth, and whether the complete camera-in-housing system is rated for it. The TG-7’s native rating is 15m/49.2ft under OM System’s stated test conditions; the PT-059 housing is rated to 45m. Those figures are not interchangeable, and a housing rating does not make the camera’s controls, ports, or accessories immune to pressure-related problems.

Water resistance is conditional, not risk-free. OM System says the TG-7’s water- and shock-resistance claims are based on in-house testing and do not guarantee against damage or failure. Sand, hair, salt crystals, grit, damaged or aging seals, and incorrectly closed covers can compromise sealing. Battery and USB covers must be fully closed, and the manufacturer’s depth limit is not a target operating depth. Read OM System’s water- and shock-resistance guidance.

Before a dive

  1. Inspect battery and connector covers, sealing surfaces, and latches; remove hair, grit, sand, and salt crystals.
  2. Check the lens cover, screen, housing, and port for cracks or damage. For a housing, confirm that the correct port and seals are installed and clean.
  3. Close every cover and latch fully. Test buttons and doors before the dive, and follow the camera or housing maker’s seal-maintenance instructions.
  4. For a housing, keep the open housing and O-ring area dry while preparing it. Use desiccant only as directed by the manufacturer to reduce fogging risk.

After a dive

  1. Rinse the camera or sealed housing with fresh water after saltwater use, following its manual.
  2. Dry the outside before opening any compartment or housing; this keeps water away from seals and the camera interior.
  3. Inspect seals for damage or contamination and store the system as its manufacturer recommends. Do not use unapproved grease or improvise seal repairs.

Housing depth ratings also depend on the condition and correct installation of seals, port fit, housing age, and manufacturer exclusions. Temperature and repeated pressure cycles matter too; do not infer that a housing will remain safe at its maximum stated depth indefinitely.

Common underwater image and equipment problems

  • Backscatter: The flash or light is too close to the lens axis and illuminates suspended particles. Move external lights outward and forward, and avoid using the built-in flash for distant subjects.
  • Blue or green images: The subject is too far away, or ambient light has lost warm wavelengths. Get closer and use suitable external lighting when appropriate.
  • Soft images: The camera may be focusing on particles, the subject may be outside the usable focus range, or the port may be dirty. Check focus and port cleanliness.
  • Washed-out subjects: Light output, exposure, or distance may be poorly controlled. Adjust light position and power rather than relying on color modes alone.
  • Fogging: Moisture trapped during sealing, temperature changes, or inadequate desiccant use can fog a housing. Prepare it dry and follow the housing maker’s instructions.
  • Weak macro: Check the actual close-focusing range, working distance, focus behavior, and lighting. Avoid excessive digital zoom.
  • Weak wide-angle images: A built-in lens may not be wide enough for the scene. Use a compatible wet wide-angle lens or get closer to the reef.
  • Inconsistent color from frame to frame: Automatic white balance can vary. Use a consistent workflow or manual white balance when practical.
  • Missing housing after buying the camera: Compact-camera housings are model-specific and can be discontinued or scarce. Confirm that the exact housing is available before purchasing the body.
  • Action-camera stills disappoint: A wide field of view makes distant animals look small, while low light and limited still-photo controls restrict flexibility.

A practical decision framework

Before ordering, answer these questions in order. They prevent a feature list from distracting from the system you actually need.

  1. How deep will you use it? Separate snorkeling and shallow water from recreational scuba and technical diving. Identify whether the depth rating is for a bare camera or a specific housing.
  2. What will you make? Social video, family photos, macro identification, reef scenes, large prints, and paid work demand different levels of control and image quality.
  3. What are your subjects and distances? Macro, fast fish, wrecks, divers, and large animals call for different lenses, focus behavior, and lighting.
  4. What controls will you use? Decide whether automatic operation is enough, or whether you need exposure compensation, manual exposure, manual white balance, focus lock, or external flash.
  5. How much maintenance and flood risk will you accept? A native waterproof body reduces housing preparation but still has seals and covers to maintain. A separate housing adds seals and setup steps; its material and any leak-detection features depend on the model.
  6. What is the complete system cost and availability? Price the camera and compatible housing first, then add only the tray, lighting, optics, spare seals, batteries, and travel protection that fit your plan. A technically compatible housing that cannot be bought is not a practical option.

Alternatives if a compact is not the right fit

A smartphone housing makes sense when familiar controls, computational imaging, and immediate editing matter most; check its fit, touchscreen behavior, depth rating, and lighting support before choosing it. An action camera is the better small-system choice for stabilized video and mounting, not a substitute for a macro stills kit.

A used RX100 or G7 X can lower body cost, but first confirm the exact generation, working condition, and availability of a housing and compatible port. Renting a complete system before buying can help establish whether you prefer a rugged compact’s simplicity or a housed compact’s controls. If the goal is professional still photography or demanding large prints, compare compact-system limits with a housed mirrorless camera rather than stretching a compact beyond its strengths.
