Confetti is a celebratory scatter material, not a single type of product: it may be made from paper, petals, leaves, plastic, foil or other materials. For an outdoor event, choose a non-plastic option allowed by local rules, use it sparingly and plan to collect it afterward.
What is confetti made of?
Confetti consists of small pieces or streamers scattered or tossed at celebrations. The name alone does not tell you what it contains. Products can be made from paper or plant matter, or include plastic, foil, metallized material or Mylar.
A supplier’s account of wedding traditions describes materials used over time including rice, grain, sweets, nuts, flower petals, paper and plastic. That is one supplier’s historical account, not a complete or independently verified history of confetti.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteIs confetti biodegradable?
Not necessarily. “Confetti” does not guarantee a material or how it will break down. Check the actual composition rather than relying on the product name or a broad biodegradable claim. The available guidance identifies paper and plant materials such as petals and leaves as non-plastic options, but it does not establish how quickly every product breaks down or compare their environmental impacts.

Which confetti should you use outdoors?
For the jurisdictions described by local authorities, paper is the straightforward choice. Santa Barbara advises using paper confetti only. Malta’s environmental authority lists rice paper, seed paper, tissue paper, petals and leaves as non-plastic alternatives under its rules. These examples do not override a venue’s policy or another location’s definition of permitted materials.
- Paper: Paper options include tissue paper, rice paper and seed paper. Confirm that the specific product and its use are allowed where your event is held.
- Petals or leaves: These are plant-based alternatives named in Malta’s guidance. A supplier also describes natural flower-petal confetti, but that does not establish that every product sold under a similar description has the same composition.
- Plastic-containing, foil, metallized or Mylar pieces: These materials are restricted in some places. Check the local rule before buying or using them.
Can you throw confetti outdoors?
Outdoor confetti can become litter. HELCOM’s 2023 report page warns that balloons and confetti released irresponsibly at celebrations can contribute to marine litter and may harm wildlife through ingestion or entanglement. Its landing-page summary is marked as AI-generated, so it should not be treated as a detailed scientific assessment. Santa Barbara’s municipal guidance also warns that confetti can harm wildlife, pollute the environment and create cleanup costs.

Do confetti rules vary by location?
Yes. The restrictions below apply to their stated jurisdictions; they are not evidence of a global ban. Confirm current requirements with the relevant local authority and event venue.

How to choose and use confetti for an event
- Check the location: Find out whether the event is indoors or outdoors and check local rules and the venue’s policy before purchasing.
- Read the material description: Confirm whether the confetti is paper, plant matter or contains plastic, foil, metallized material or Mylar. If the description is unclear, ask the seller rather than assuming.
- Match the format to the use: A toss, table decoration and other celebratory uses may call for different formats. The material information available here does not establish that every type works equally well for each use.
- Make a cleanup plan: Use a modest amount and arrange to collect it after the event. Keep it away from drains and waterways.
