Do not assume Diwali firecrackers are legal where you live in 2026. Rules depend on location and year. Delhi’s Environment Department page, updated September 29, 2026, lists a direction for a complete ban on the sale and use of firecrackers in the National Capital Territory. The page alone does not establish the direction’s exact terms, so check the operative local order before buying or lighting anything. The temporary permission issued for Delhi-NCR in 2025 is not a 2026 permission.
What Diwali firecrackers are
“Diwali firecrackers” is a broad term for fireworks used during the festival, including items that are lit individually and joined series crackers known as laris. Their use can create noise, smoke and particulate emissions, and can cause burns, eye injuries and other trauma. The products people may be able to buy or use—and the dates, times and places where they may do so—depend on the current rules in their jurisdiction.

What “green crackers” means
“Green” does not mean pollution-free or harmless. It refers here to firecrackers made using formulations approved under the relevant CSIR-NEERI framework and intended to reduce environmental impact compared with conventional crackers. In its October 15, 2025 order, the Supreme Court recorded NEERI’s claim that its formulations reduce particulate emissions by a minimum of 30 percent and up to 80 percent compared with regular firecrackers. That is a reported reduction range, not a guarantee that every product marketed as green meets the standard or that using one carries no health or environmental risk.
The Court’s 2025 order also discussed health hazards associated with PM2.5 emissions and deteriorating air quality during Diwali, and noted that emissions may remain in the atmosphere for a prolonged duration. It did not quantify an exposure level for an individual user.

What the rules say—and what they do not establish for 2026
Firecracker rules are not uniform across India. A permission issued for one place or festival year should not be treated as a general rule for another place or year.

The 2025 Supreme Court order described a problem of conventional crackers being smuggled into the region despite bans, alongside environmental and livelihood concerns. It also noted regulatory and QR-code enforcement challenges. Those details help explain the conditions in that order; they do not establish the present rules.
How to check before buying or lighting
- Identify the authority responsible for your exact location and the current festival year; a rule for Delhi, another NCR state or a previous year may not cover you.
- Read the current operative order, not just a news headline or a summary page. Confirm whether sale and use are allowed, the permitted dates and hours, product restrictions, and any location or licensing conditions.
- If the order permits a product category, confirm that the specific product and seller meet the stated approval and sale requirements. A “green” label alone is not proof of current legal approval.
- If you cannot confirm permission and conditions from the current local order, do not treat a prior year’s permission as authorization.
Firecracker risks: injuries and air pollution
Fireworks can cause burns and eye injuries, as well as blast-related trauma. India’s Directorate General of Health Services (DGHS), in its 2026 guidance, cites an annual incidence of firecracker-related injuries in India of 7 per 100,000 population, citing Kalita and Gurindagunta’s 2021 article in the Indian Journal of Burns. This is a cited annual incidence figure; it is not a Diwali-only count or a count for 2026.
Smoke and particulate emissions are an additional concern. The NEERI reduction range recorded by the Supreme Court applies to NEERI formulations compared with regular firecrackers; it does not mean emissions disappear. The Court’s discussion of PM2.5 hazards and emissions lingering in the atmosphere is a reason to take local restrictions seriously, not a basis for estimating an individual person’s exposure.

Safety precautions if local rules allow use
Follow current local restrictions first. Where fireworks are permitted, India’s DGHS, the Petroleum and Explosives Safety Organisation (PESO) and the Delhi Fire Service recommend practical precautions. These steps reduce avoidable risks but do not make fireworks risk-free.

Choose a safer place and prepare
- Use a wide-open area away from buildings, people and flammable materials. Avoid narrow by-lanes, especially where vehicles are parked.
- Keep fireworks away from children; do not let small children handle them.
- Wear thick cotton clothing. Avoid loose or synthetic clothes.
- Keep two buckets of water handy, as PESO recommends.
- Do not use fireworks indoors or in narrow lanes.
Light fireworks without handling them
- Buy only from authorized or reputable manufacturers, and follow the product instructions and current legal requirements.
- Light one firework at a time while others remain at a safe distance. PESO recommends using a long candle or phooljhari to ignite fireworks while keeping your distance.
- Never hold a firework, bend over one while lighting it, or ignite one inside a container. Do not hold an anar (fountain firework), and never light fireworks inside a metal container.
- Do not approach or tamper with a firework that fails to ignite.
Respond to an injury
PESO’s first-aid guidance says to pour water on burns and seek hospital care for major burns. For an eye injury, it says to wash the eye with tap water for 10 minutes before going to a hospital. These directions do not replace urgent medical care when it is needed.
