Microsoft Paint’s reviewed feature descriptions do not list a dedicated blur effect. If you want to obscure a small area, a community-described Paint workaround creates pixelation—not smooth blur. For a real background blur, use Windows Photos; for other blur effects, Paint.NET offers dedicated filters.
Can you blur part of an image in Microsoft Paint?
The Microsoft Paint feature descriptions reviewed for this article do not list a native blur command. That is a limited statement about those descriptions, not a guarantee about every past or future Paint release.

It helps to distinguish two effects: a blur softens detail into a smooth haze, while pixelation replaces detail with visible blocks. They can both make an image harder to read, but they look different and are not interchangeable.
Can Paint pixelate a face or another small area?
A community answer on Microsoft Learn Q&A describes using a selection and resizing it to pixelate a face. This is community guidance, not an official Microsoft Paint procedure or a dedicated blur feature. Exact behavior and menu steps have not been verified for a current Paint version, so the result may differ between releases.

Microsoft Support documents background blur in the Windows Photos app. Its editing tools include background selection and a brush for adjusting the selected area. This is for blurring a photo’s background; the documentation does not establish it as a way to blur any arbitrary object, face, or text region.

How to apply other blur effects with Paint.NET
Paint.NET is a separate application, not another name for Microsoft Paint. Its documentation describes blur effects under Effects > Blurs, including Gaussian blur. Choose it if you need a conventional blur filter rather than Paint’s community-described pixelation workaround or Photos’ background blur.

Which option should you use?
- To blur a photo background: use the background-blur tools in Windows Photos.
- To make one small area look blocky: the Paint selection-and-resizing method is described in community guidance, but its exact steps and behavior are not confirmed for current Paint builds.
- To apply a conventional blur effect: use a dedicated filter in Paint.NET.
- To protect private information: do not assume that blur or pixelation makes it unrecoverable. A visual effect is not a guarantee of secure removal.
