How to Check Whether a Paint Supplier’s Products Are Safe for Indoor Use

A low- or zero-VOC label is only a starting point. This practical checklist shows how to match the exact paint and tint to current SDS documents, independent emissions certifications, ingredient disclosures, lead controls and safe ventilation before indoor use.

Do not treat “zero-VOC” or an eco badge as proof that paint is safe indoors. A sound check matches the exact product and tint to a current Safety Data Sheet (SDS), technical data sheet, interior-use directions, ingredient and hazard information, and independent emissions testing. You must also consider lead in older painted surfaces and control ventilation during curing.

The workflow below shows what to request, how to interpret it, which certifications provide useful evidence, and when a supplier’s answers are too vague to support an indoor-use decision.

Is low- or zero-VOC paint automatically safe indoors?

No. “Low VOC” and “zero VOC” usually describe a calculated VOC-content value, not the complete toxicity or indoor-air behavior of the coating. The U.S. Environmental Protection Agency (EPA) notes that outdoor-air VOC definitions can allow toxic volatile chemicals in products labeled low or no VOC, and EPA does not establish one general acceptable concentration for every pollutant in indoor air.

Paint can also release substances that are not counted in the advertised VOC number. EPA school guidance warns that some low/no-VOC products may still emit formaldehyde, pesticides, or other undesirable compounds. Preservatives, biocides, colorants, coalescing agents and reaction by-products can affect indoor air even when the base paint has a very low declared VOC content.

Washable and reusable for multiple projects.

Use the label as a starting point, then verify five separate questions:

  • Is this exact formulation intended for interior use?
  • Does the SDS identify the same manufacturer, product, finish, base and revision?
  • How was VOC content calculated, and does it include the point-of-sale tint?
  • Is there independent chamber-testing evidence for low emissions from the exact product?
  • Are the ingredients, lead context, application controls and performance suitable for the room?

What information should I request from the supplier?

Ask for documents for the precise can you will buy, not a generic brand webpage or a family-level “eco” claim. Record the manufacturer, product name and code, sheen, base, color or tint system, intended substrate, batch or lot (if available), and the revision date of every document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minimum document set

  • Current SDS: The document required under OSHA’s Hazard Communication Standard for hazardous chemicals supplied in the workplace.
  • Technical data sheet: Intended use, substrates, preparation, application temperature and humidity limits, coverage, dry and recoat times, cure expectations, cleanup, and performance restrictions.
  • Label or product data identifying interior use: The can and technical sheet should expressly state that the coating is for interior application.
  • Certification record: A current entry in the certifier’s searchable directory, showing the exact product or a clearly defined product family.
  • Colorant information: The tint system, colorant name or code, and whether the supplier’s VOC and emissions claims include the added colorant.

Save dated copies. Formulas, labels and certification editions can change, so an old SDS or a screenshot of an undated webpage is not reliable evidence for a new purchase.

How do I confirm that a paint is really for interior use?

Check the product label and technical data sheet for an explicit interior designation and the intended surface. EPA remodeling guidance says, “Do not use exterior paints indoors.” Exterior products can contain additives designed for weathering, mildew resistance or other outdoor conditions that are inappropriate for occupied rooms.

Check the use statement

  • Look for wording such as interior walls and ceilings, interior trim, floors or another specific indoor substrate.
  • Confirm that the finish you selected—flat, eggshell, satin, semi-gloss or specialty—has the same use approval as the base product.
  • Verify substrate compatibility. A wall coating may not be approved for floors, children’s furniture, food-contact areas, radiators or areas of persistent condensation.
  • Read limits on temperature, humidity, ventilation and cure time. “Water-based” describes the carrier, not every hazard or every acceptable use.

If the supplier says a product is “interior/exterior,” ask for the technical data for the exact version and the indoor application instructions. If the only evidence is a sales representative’s verbal assurance, treat the interior-use status as unverified.

How should I read a paint SDS?

An SDS is organized into 16 OSHA sections. You do not need to memorize the standard, but you should inspect the sections that identify the product, disclose hazards and explain controls.

Sections 1–3: identity, hazards and composition

  • Section 1, identification: Product identifier, recommended use, restrictions, supplier name, address, telephone number and emergency contact. These must match the can and invoice.
  • Section 2, hazards: Classification, signal word, hazard statements, pictograms and precautionary statements. “Not classified as hazardous” does not mean emission-free or harmless to every occupant.
  • Section 3, composition: Ingredients and concentrations, including any trade-secret notation. Ask what classes of ingredients are withheld and whether the supplier can provide additional composition information for an indoor-air review.

Sections 4–8: immediate response and exposure controls

  • Sections 4–6: First aid, firefighting and accidental-release measures. These reveal whether the product has flammability or exposure concerns that a simple low-VOC label will not show.
  • Section 7: Handling and storage, including container closure, temperature and incompatible materials.
  • Section 8: Exposure limits, engineering controls, personal protective equipment and ventilation instructions. Compare these directions with the room, tools and people who will be present.

Sections 9–11: physical behavior and health effects

  • Section 9: Appearance, odor, pH, boiling range, flash point, vapor pressure, density, solubility and other properties. Missing values should prompt a question, not an assumption.
  • Section 10: Stability, hazardous reactions and conditions or materials to avoid.
  • Section 11: Routes of exposure, symptoms, acute and chronic effects, carcinogenicity information and numerical toxicity measures where available.

Sections 12–16: environmental, disposal, transport, regulatory and revision data

Sections 12 and 13 may be omitted from some U.S. SDSs, but review disposal instructions when present. Sections 14–15 provide transport and regulatory information. Section 16 contains the preparation or revision date and often a change summary. A supplier should explain a recent revision that changes hazards, ingredients, use restrictions or protective measures.

Do not confuse an SDS with an emissions certificate. The SDS communicates hazards and safe handling; it does not by itself prove that a coating meets a low-emission chamber standard.

How can I verify a supplier’s low-VOC claim?

Ask for the basis of the number and separate VOC content from VOC emissions. Content is the amount of regulated volatile material in the wet product under a stated method, commonly expressed in grams per liter. Emissions describe what the applied coating releases into air over time under a test protocol.

Question What a useful answer contains Why it matters
What is the VOC-content value? The result in grams per liter, test method, regulatory definition and date. Different methods and exemptions can produce different numbers.
Does the value include tint? A clear statement covering the base, colorant and point-of-sale addition. Colorant can change the final mixture.
Was the exact product emissions-tested? Chamber method, sample identity, test duration, conditions and pass result. A base-paint result may not apply to another sheen, tint or reformulation.
Which compounds were measured? The target analytes or emission limits, not only a total VOC number. Some concerns, such as formaldehyde, require specific measurement.
Is the claim current? Certificate number or directory entry and its validity or edition date. Certification can expire or be withdrawn after a formula change.

A claim such as “zero VOC after drying” is especially incomplete: it may refer only to a regulatory content calculation, a cured-film condition or the untinted base. Request written clarification for the exact purchase configuration.

Which indoor-paint certifications provide meaningful evidence?

Independent programs can document low emissions more directly than a supplier’s marketing language. EPA Indoor AirPlus and Pacific Northwest National Laboratory (PNNL) materials identify several programs used to document low-emission products. Search the certifier’s current directory yourself and match the product identifier, manufacturer and formulation.

Program named in EPA/PNNL materials What to verify Limitation to keep in mind
GREENGUARD Gold Current listing for the exact product, finish and manufacturer. A listing supports emissions performance; it does not replace the SDS or confirm every substrate.
Indoor Advantage Gold Certificate scope, product code and validity date. Check whether tinting, primers or specialty versions are covered.
Clean Air GOLD Current directory record and test scope. Do not assume an entire brand portfolio is certified.
ClearChem Listed product identity and applicable emissions criteria. Confirm that the certificate covers the version you are buying.
Indoor Air Comfort USA Certificate and stated test standards. Review the conditions and duration used for qualification.
Green Seal GS-11 Edition and product listing, including VOC and emissions requirements. Requirements can change by edition; use the current record.
Green Wise or Green Wise Gold Directory entry and scope of the approval. Verify whether colorants and specialty coatings are included.
MPI Green Performance Standards Applicable performance standard and listed product. Performance and emissions criteria vary by product category.

Green Seal GS-11 Edition 4.1 (2025) is a concrete example of why duration matters: qualifying interior products must meet CDPH Standard Method v1.2 emissions limits over 14 days, or 336 hours, of chamber testing. A single short-term odor check is not equivalent evidence.

For buildings using EPA Indoor AirPlus specifications, the 2024 compliant-building-products document calls for qualifying low- or no-emission site-applied paints and coatings across 90% of covered interior surface area. That is a building-program requirement, not a guarantee that every product labeled “low VOC” qualifies.

What ingredients and hazards should I ask about?

Request information beyond the VOC number. EPA school guidance recommends specifying products without lead, mercury, hexavalent chromium or cadmium and warns that some low-VOC paints can contain formaldehyde or pesticides.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions for the supplier

  • Does the formulation intentionally contain formaldehyde, formaldehyde-releasing preservatives, pesticides or antimicrobial additives?
  • Does it contain lead, mercury, cadmium or hexavalent chromium, including pigments or driers?
  • Are PFAS or other persistent chemicals restricted by the certification or specification being claimed?
  • Which ingredients are withheld as trade secrets, and can the supplier provide a confidential composition review for a sensitive project?
  • Are there odor, sensitization or asthma warnings that affect children, pregnant occupants or people with chemical sensitivity?

“Natural,” “plant-based,” “water-based” and “non-toxic” are not standardized safety certifications. Evaluate the documented composition, hazard classification, emissions testing and use instructions together.

How do I check lead risks in new paint and old walls?

There are two separate questions: lead in the new coating and lead in existing layers. For covered household paint and similar surface coatings, the U.S. Consumer Product Safety Commission states a federal lead limit of 0.009 percent, or 90 parts per million. Ask the supplier for written confirmation that the product meets the applicable limit and whether the statement covers the tinted version.

For an older wall, especially in a home built before 1978, EPA advises treating painted surfaces as lead-based unless inspection shows otherwise. A new low-VOC coating does not make sanding, scraping, heat-gunning or abrasive preparation safe. Use lead-safe inspection and preparation practices before disturbing old layers, and hire a qualified professional when the work or condition exceeds your capability.

How should I ventilate during painting and before occupancy?

Schedule work while occupants are away, particularly children, older adults, people with asthma and anyone with unusual sensitivity. EPA recommends the highest practical outdoor-air ventilation during installation and before reoccupancy.

  1. Isolate the work area with closed doors and appropriate barriers.
  2. Provide cross-ventilation with windows or mechanical systems that exhaust outdoors, not into another occupied room.
  3. Do not defeat required building safety controls or create backdrafting from combustion appliances.
  4. Follow the label’s recoat, cure and occupancy directions; “dry to touch” is not the same as fully cured.
  5. Continue airing out after the final coat and leave the area unoccupied if odor or irritation persists.
  6. Keep containers closed when not in use and dispose of rags and waste as directed by the SDS.

Ventilation reduces concentration; it does not correct an unsuitable product, an exterior-only formulation or a missing hazard assessment.

How should I compare two indoor paints?

Use the same questions for both products and give priority to documented differences rather than marketing adjectives.

Comparison area Evidence to record
Intended use Interior wall or ceiling, floor, trim, specialty coating or exterior-only designation.
Hazard transparency Complete SDS, hazard classification, ingredient disclosure, PPE and ventilation directions.
VOC-content basis Grams-per-liter result, exemptions, method and whether tint is included.
Emissions evidence Chamber method, conditions, duration, analytes and pass result for the exact product.
Chemical restrictions Lead, mercury, cadmium, hexavalent chromium, formaldehyde donors, PFAS, biocides and other certification-specific restrictions.
Performance Hide, durability, washability, substrate compatibility, cure time and recoat requirements.
Traceability Current certification-directory entry, product identifier, manufacturing or batch information and SDS revision.

A product with a slightly higher declared VOC content can be the better indoor choice if it has transparent ingredients, current independent emissions testing, appropriate performance and clear application controls. Conversely, a “zero-VOC” product with no tint information, no emissions evidence and an incomplete SDS is not adequately documented.

What supplier answers are red flags?

  • The representative sends only a generic sustainability webpage instead of the current SDS and technical sheet.
  • The product name, sheen, base or manufacturer on the SDS does not match the can.
  • “Zero VOC” is stated without a test method, value, tint qualification or emissions data.
  • A certification logo appears on packaging, but the product cannot be found in the certifier’s current directory.
  • The supplier refuses to state whether formaldehyde, pesticides, heavy metals or trade-secret ingredients are present.
  • The product is recommended indoors despite exterior-only directions or missing indoor application instructions.
  • Ventilation, PPE, cure or occupancy directions are absent or inconsistent across documents.

Pause the purchase and request written clarification. If the supplier cannot identify the exact formulation and provide current documentation, choose a product with verifiable records rather than relying on an assurance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I document the final decision?

Create a small project file before opening the can. Include the dated SDS, technical data sheet, label photograph, certification-directory record, supplier responses, tint or colorant code, batch or lot, substrate, room location and planned ventilation and occupancy dates.

Recheck the file when a product is reformulated, the label changes, a certification expires, a different base or colorant is selected, or the project moves to another substrate. This traceability matters for schools, rentals, healthcare spaces and any building where occupants may later ask what was applied.

When should I reject a product?

Reject or defer an indoor application when the product’s interior status is unclear, the SDS is missing or outdated, the tint is outside the certification scope, emissions evidence cannot be verified, lead or other ingredients of concern are not addressed, or the required ventilation and cure conditions cannot be achieved. A documented alternative is safer than trying to infer suitability from a low-VOC badge.

Frequently Asked Questions

Can I rely on paint odor to judge indoor safety?

No. Odor is affected by many compounds and by a person’s sensitivity, while some hazardous substances have little or no detectable smell. Use the SDS, ingredient information and independent emissions evidence instead of an odor test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does adding a universal colorant change a certified paint’s status?

It can. Colorants may alter VOC content and emissions, and a certification may cover only specified bases or tint systems. Ask whether the exact color and point-of-sale mixture are included in the certificate and test documentation.

Are primers and sealers checked the same way as finish paint?

They need their own product identity, SDS, technical data and certification review. A wall finish certificate does not automatically apply to a primer, stain blocker, floor coating or sealer with a different formulation.

What should I do if occupants develop irritation after painting?

Move sensitive occupants to fresh air, increase outdoor-air ventilation and follow the SDS first-aid guidance. If symptoms are severe, persistent or involve breathing difficulty, contact a medical professional or emergency service; preserve the product container and SDS for responders.
