Choose a low-emission paint for a Green Star project by starting with the project’s rating tool and version, then verifying the final ready-to-use product’s TVOC (total volatile organic compounds), including tint. A generic “low-VOC” label is not enough. Match every coating to the correct Green Star category, confirm that at least 95% of applicable internally applied paints, adhesives and sealants comply when measured by volume, and retain a product-specific test, calculation or current certification as evidence. Green Star Buildings v1, Design & As Built and Interiors tools do not use identical credit structures or evidence rules, so a paint that appears acceptable under one tool may not satisfy another.
What does Green Star require from a low-emission paint?
Green Star treats paint selection as both a product-performance and documentation exercise. The coating must meet the TVOC limit that applies to its product category in the project’s rating tool, and the submission must show how that result was established. The relevant Green Building Council of Australia (GBCA) benchmark for the cited credits is that at least 95% of internally applied paints, adhesives and sealants comply with the specified limits, calculated by product volume rather than cost.

For an ultra-low-VOC innovation pathway described in GBCA FAQ F-00175, more than 50% of specified paint by volume must have a maximum TVOC of 5 g/L. That calculation applies to the final ready-to-use coating, including tint. It is not a claim that every Green Star paint must be at or below 5 g/L; it is a separate, stricter pathway with its own conditions.
Because Green Star tools and versions differ, there is no single universal interior-paint number that can be safely copied into every specification. A South Australian government ESD specification, for example, publishes 16 g/L for interior wall and ceiling paint. That is a jurisdictional specification example, not a universal Green Star limit.
Which Green Star rating tool governs the project?
Identify the tool before comparing products. The credit name, covered surfaces, allowable evidence and calculation method depend on the tool and version.

Green Star Buildings v1 addresses indoor chemical exposure through an Exposure to Toxins credit. GBCA FAQ F-00345 limits theoretical VOC calculations to custom products or products used on no more than 10% of internally applied areas. Where that exception is used, the calculation must be based on known VOC values for the raw ingredients.
Design & As Built and Interiors
Older Design & As Built and Interiors tools use paint and indoor-pollutant criteria with different FAQ references and potentially different category tables. Do not transfer a limit, credit interpretation or evidence rule from one tool to another without checking the governing technical manual and current FAQ.
Project geography and specification
Record the country, state or territory, rating tool, version and submission date. Government specifications may direct the project team to current Green Star limits or to a current recognised certificate. The Victorian government specification cited for these projects follows that approach rather than printing a permanent substitute table.
How is the 95% compliance requirement calculated?
For the cited GBCA credits, paints, adhesives and sealants are assessed by volume. Carpets are assessed by area. The denominator is not purchase price, number of containers or number of product lines.
- List every internally applied paint, adhesive and sealant within the tool’s scope.
- Separate products by the categories used in the current Green Star limit table.
- Record the volume of each product as applied, including any specified mixing or tinting.
- Mark each product compliant or non-compliant against its applicable TVOC limit.
- Divide the volume of compliant products by total in-scope volume. The result must be at least 95% for the cited requirement.
“Internally applied” can include concealed applications where the applicable tool includes them. Confirm the scope instead of assuming that only visible wall paint counts. Keep the volume schedule, product identities and calculations with the submission evidence so an assessor can reproduce the result.

Do paint tints count toward the Green Star TVOC value?
Yes. Treat the tinted, ready-to-use coating as the product being assessed. GBCA FAQ F-00175 specifies that the TVOC value for the ultra-low-VOC calculation includes tints. A base paint certificate does not automatically establish the value of every colour made from that base.
What to request from the supplier
- The TVOC result in grams per litre for the final ready-to-use product.
- A statement describing whether the result includes the specified colourant or tint load.
- The tinting system, colour reference and any on-site mixing instructions.
- Confirmation that the declared product identity matches the product delivered to site.
Ask for a colour-specific declaration when a dark or heavily tinted finish is specified. If the supplier cannot confirm the final tinted value, do not substitute the untinted base value in the Green Star calculation.
What TVOC information should be compared?
Compare numerical TVOC data, not marketing adjectives. “Low odour,” “water-based” and “low-VOC” describe useful characteristics but do not prove compliance with a Green Star limit.

| Information to compare | Why it matters |
|---|---|
| Final ready-to-use TVOC (g/L) | This is the value assessed against the applicable category limit. |
| Tint included | Colourant can change the final formulation and must be included where required. |
| Product category | Wall and ceiling paint, trim paint, varnish, stain, primer, sealer and floor coating may have different limits. |
| Test method or calculation basis | The assessor needs to understand how the number was produced. |
| Certificate status | A certificate must be current, identify the exact product and apply to the project’s requirement. |
| Batch and colour availability | Replacing a colour or formulation can change the declared TVOC result. |
How should coatings be classified before specification?
Classify every coating before asking whether it complies. A single “interior paint” line in a schedule can hide products governed by different limits.
Interior wall and ceiling paint
Record the substrate, sheen and intended location. Confirm the category used by the project’s current Green Star table rather than relying on a retail description.
Trim and joinery coatings
Enamels, acrylic trim products and cabinet finishes may have separate categories. Include doors, skirtings, frames and other internally applied components when they fall within the tool’s scope.
Primers and sealers
Primers and sealers are not automatically exempt because they are hidden under a topcoat. List them separately and check whether the tool assigns them a limit or includes them in the paint calculation.
Varnishes, stains and floor-performance coatings
Clear finishes, stains, floor coatings and specialty protective products can use different chemistry and limits. Obtain a declaration for each product instead of applying a wall-paint value to it.

Is a GECA or Global GreenTag certificate enough?
A recognised third-party certificate can support a submission, but certification alone is not a universal pass. Verify that the certificate is current at submission, names the exact product and model, and covers the Green Star requirement for the tool and category being used.
The Victorian specification lists recognised schemes including GECA, Global GreenTag GreenRate, AFRDI Green Tick, Good Environmental Choice Australia and Sustainable Materials Rating Technology. Global GreenTag’s standard states that architectural paint must meet the most current applicable Green Star TVOC requirement. That wording still requires the project team to check the certificate’s scope and date.
- Match the certificate product name, code and manufacturer to the scheduled product.
- Check expiry, suspension or supersession notices.
- Confirm that the certificate covers the tinted or colourant-inclusive formulation where relevant.
- Retain the certificate PDF and any schedule listing the certified product.
If any identity or scope detail is missing, request a supplier letter or laboratory evidence rather than assuming the logo proves compliance.

What documents prove a paint is Green Star compliant?
Build an evidence pack that lets an assessor connect the installed product to a numerical TVOC result and the correct Green Star rule.
Minimum product evidence
- Manufacturer, product name, product code and finish.
- Technical data sheet or supplier declaration showing TVOC in g/L.
- Test report, test method or transparent calculation basis.
- Statement about tinting and the ready-to-use formulation.
- Current recognised certificate, if certification is the selected evidence route.
Project evidence
- Rating tool and version, project location and submission date.
- Coating schedule showing category, area or volume and location.
- Volume calculation demonstrating the 95% threshold where applicable.
- Records of substitutions, colour changes and batch changes.
- For a theoretical calculation under Green Star Buildings v1, proof that the product is custom or used on no more than 10% of internally applied areas, plus known raw-ingredient VOC values.
Keep evidence current through procurement and construction. A datasheet downloaded at design stage may not describe a reformulated product delivered months later.
Can theoretical VOC calculations be used?
Only in the limited circumstances recognised by the applicable tool. For Green Star Buildings v1, GBCA FAQ F-00345 permits theoretical calculations for custom products or products used on no more than 10% of internally applied areas. The calculation must use known VOC values for the raw ingredients.
Do not use an estimated value simply because a laboratory result is inconvenient to obtain. Record the formulation, ingredient values, units, assumptions and arithmetic, and have the supplier confirm that the calculation represents the product as used, including tint where required.

| Decision factor | Questions to ask |
|---|---|
| TVOC margin | How far below the project limit is the final tinted product, and is the result backed by a test? |
| Evidence quality | Is there a laboratory report, a transparent calculation or a current third-party certificate? |
| Application performance | What are coverage, drying time, wet-edge, sheen and recoat requirements? |
| Substrate durability | Will the system withstand cleaning, abrasion, moisture or traffic in its location? |
| Colour and supply | Is the exact colour available in the documented formulation and expected batch? |
| Site risk | Does faster drying require more workers, smaller work areas or quicker back-rolling? |
A larger compliance margin can reduce risk when colourants, batch changes or evidence updates are likely, but it does not replace checking durability and application suitability.
What roller and application method work with low-VOC paint?
Lower solvent content can shorten drying time and reduce the wet edge. Dulux technical guidance recommends synthetic roller sleeves for a more uniform film and says sprayed low-VOC paint should be back-rolled while still wet. Follow the selected product’s own technical data for preparation, coverage, drying and recoat intervals.
Rolling
- Prepare and prime the substrate as specified; poor preparation cannot be corrected by a low-emission formulation.
- Use a clean synthetic sleeve appropriate to the coating and surface profile.
- Work in manageable sections so adjacent passes remain workable.
- Maintain the manufacturer’s spread rate rather than thinning by guesswork.
- Inspect the film for misses, lap marks and uneven sheen before the coating sets.
Spraying
- Confirm that the product and equipment are approved for spray application.
- Set up ventilation and masking without creating contamination or unsafe exposure.
- Spray a consistent film and back-roll immediately while the surface remains wet.
- Allow the stated drying time before recoating; faster surface drying does not always mean the film has fully cured.
Have the applicator confirm the actual roller sleeve, spray tip, thinning limits and recoat window in the method statement. Changing equipment can alter film thickness and coverage, which affects both performance and consumption calculations.

Using a generic VOC label
A “low-VOC” claim without a numerical ready-to-use TVOC result leaves the Green Star comparison unresolved. Request product-specific evidence.
Applying one limit to every coating
Wall paint, primer, varnish, stain and floor coating may sit in different categories. Reclassify the full schedule against the current tool.
Ignoring tint
An untinted base declaration may not represent the specified colour. Obtain tint-inclusive evidence.
Calculating by cost
The cited GBCA requirement uses volume for paints, adhesives and sealants. A cheap compliant product cannot offset a larger volume of non-compliant coating.

Overlooking concealed applications
Confirm whether the tool includes concealed internal coatings, then include them in the schedule and denominator when required.
Assuming a government table is universal
The 16 g/L interior wall and ceiling example from South Australia illustrates a local specification. It does not replace the project’s Green Star limit table.
What is a practical Green Star paint-selection workflow?
- Identify the rule set. Record rating tool, version, geography, surfaces and submission date.
- Define the scope. Include visible and concealed internal applications when the tool requires them.
- Classify products. Separate wall and ceiling paint, trim, primers, sealers, clear finishes, stains, floor coatings and specialty products.
- Request final-use data. Obtain TVOC in g/L for the ready-to-use product, with tint treatment stated.
- Check limits. Use the current category table for the exact tool; do not import figures from another scheme or jurisdiction.
- Choose evidence. Prefer a product-specific test or transparent supplier calculation; use a current recognised certificate where its scope matches.
- Calculate compliance. Demonstrate the 95% volume threshold where applicable and document any ultra-low-VOC innovation calculation.
- Control substitutions. Require approval for colour, product-code, formulation or batch changes.
- Plan application. Specify synthetic sleeves where appropriate, control section size for the shorter wet edge and back-roll sprayed coatings while wet.
- Close out. Collect delivery records, final colours, certificates, declarations and installed-product schedules for the submission.
What should be written into the paint specification?
A robust specification names the rating tool and version, the applicable product category, the maximum TVOC requirement, the required evidence and the substitution process. State that TVOC must represent the final ready-to-use product, including tint where required, and that certificates must be current and product-specific.

Require the contractor to submit technical data before ordering, identify every primer and sealer, and provide a revised compliance schedule for any colour or product change. Include application instructions that preserve the tested film thickness, coverage and recoat interval. This prevents a compliant design product from being replaced by an undocumented site alternative.
What remains uncertain until project details are known?
The exact TVOC limit, credit name, covered applications and acceptable calculation route cannot be stated responsibly without the project’s Green Star tool, version and geography. Product formulations, tint contributions, certificate status and retail availability also change over time. Obtain current supplier evidence and verify it against the project’s governing technical manual before final specification.
Frequently Asked Questions
Can a water-based paint automatically qualify as low-emission for Green Star?
No. Water-based chemistry may reduce solvent content, but Green Star compliance depends on the numerical TVOC result for the applicable category and the quality of the supporting evidence. Ask for the ready-to-use, colour-inclusive value rather than relying on the resin or cleanup description.
Do primers and sealers have to be included in the 95% calculation?
Include them whenever the selected Green Star tool treats them as in-scope internally applied coatings. Their category and limit may differ from wall paint, so list their volume separately and obtain product-specific data.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →What happens if the specified colour is changed after approval?
Treat the change as a new compliance check. Request a tint-inclusive TVOC declaration for the replacement colour and update the product schedule and volume calculation before installation.
Can a paint pass Green Star if its certificate expires after purchase?
The evidence must be acceptable at submission, not merely valid on the purchase date. Check the certificate’s current status and scope when compiling the submission, and obtain updated confirmation if the scheme has renewed or changed its requirements.
How can a painter avoid lap marks when low-VOC paint dries quickly?
Reduce the size of each working section, keep a wet edge and use a suitable synthetic sleeve for an even film. For sprayed work, back-roll immediately while the coating is wet and follow the product’s stated spread rate and recoat window.
