Paint on Windows 11 can use layers for separate, stackable image elements. Open the Layers button, create a layer for each major part of the composition, and arrange the stack so foreground elements sit above the background. You can then hide, duplicate, edit, and—when finished—merge layers without immediately combining the entire image.
What layers do in Paint
Layers in Microsoft Paint for Windows 11 let you keep parts of an image separate while you work. Instead of painting the background, subject, sketch, and labels directly onto one bitmap, you can place each element on its own layer. A layer higher in the Layers panel appears in front of layers below it.
That separation lets you reorder elements, hide them temporarily, duplicate them for safe experiments, and merge them only when you no longer need to edit them independently. Paint’s exact buttons and menus can vary with the installed app build, so use the labels visible in your version.

Before you start: check that your Paint version has Layers
Microsoft introduced Layers and transparency support to Paint version 11.2308.18.0 for Windows Insiders in September–October 2023. The feature subsequently continued to evolve, and availability can differ between ordinary Windows 11 installations, Store updates, and Insider channels.
Open Paint and look for a Layers button in the toolbar. Selecting it should open a panel beside the canvas. If you do not see the button, follow the update steps below before assuming that your PC cannot use the feature.
How to use layers in Paint
- Open Paint. Start Microsoft Paint from the Windows 11 Start menu.
- Open or create an image. Use an existing picture or create a new canvas.
- Select Layers. Choose the Layers button in the toolbar to open the layer panel.
- Create a layer for each major element. Use the panel’s add or new-layer control. For example, create separate layers for a background, main image, drawing, and text.
- Select the layer before editing. The active layer is the one affected when you draw, paste, erase, or use another Paint tool.
- Arrange the stack. Move layers up or down in the panel. Higher layers appear in front; lower layers appear behind them.
- Inspect the result. Hide and show layers as needed to compare versions or find covered artwork.
- Save a suitable final copy. Use PNG when transparent areas need to remain transparent outside Paint.
A practical four-layer setup

This is a useful organization method, not a required Microsoft layout. For a simple composition, the important principle is to keep elements that you may want to change separately on different layers.
How to add and organize layers
Add a layer
With the Layers panel open, use its add or new-layer control to create another working surface. Select the new layer before drawing or pasting into it. If your build offers layer naming, use descriptive names such as Background, Sketch, Subject, and Text.
Paint’s public feature announcements confirm the layer controls but do not document every context-menu label or shortcut for every build. Do not rely on a keyboard shortcut shown in an old tutorial unless it works in your installation.
Change the order
Move a layer upward or downward in the panel to change its position in the composition. If a pasted subject appears behind the background, move the subject above the background. If an annotation covers the artwork, move the annotation layer down or hide it.
Hide or show a layer
Use the visibility control associated with a layer to hide or reveal it. Hiding a layer is useful when you want to:

- compare an image with and without annotations;
- inspect a background that is covered by other artwork;
- edit or evaluate a lower layer;
- prepare a version without text, arrows, or highlights.
Hiding a layer does not delete its contents. Reveal it again when you want it included in the composition.

Duplicate a layer
Duplicate a layer before a major experiment, or when you need a second copy of an element. Keep the duplicate hidden as a backup or edit it separately. If the duplicate remains directly over the original, the image may look darker or more opaque than expected; hide one copy or move the duplicate so you can see what happened.
How transparency works in Paint layers
Paint’s transparency support allows erased areas to remain transparent instead of automatically becoming white. On a multi-layer image, erasing part of an upper layer reveals the content on the layers below. On a single layer, transparent areas can appear as a checkerboard pattern.
For example, if you remove the background around a subject on the Subject layer, the background layer beneath it becomes visible through the removed area. If the background layer is hidden as well, the transparent region can be displayed with the checkerboard pattern.
Save transparency as PNG
Choose PNG when the finished image must retain transparent pixels—for example, an isolated subject or an overlay intended to sit on another image. JPEG is not suitable when preserving transparency is essential because JPEG does not provide an alpha-transparency channel.

A final image export should not be treated as a substitute for keeping your editable work organized in Paint.
Use Paint’s Background option when available
In a March 2024 Paint update, Microsoft added a Background option in the Layers panel. In builds that include it, you can set a canvas background color and hide the background so the canvas becomes completely transparent.

This differs from merely hiding a painted background layer: the newer Background control is intended to manage the canvas background itself. If the option is absent, use a separate background layer and the transparency behavior available in your build.
Copy visible layers versus copying the current layer
Some newer builds include Copy visible layers. This copies the content currently visible across the layer stack. Ordinary Copy, by contrast, copies visible content from the current layer only according to Microsoft’s announcement.
This distinction matters when you want to move or reuse a complete composite. If you need only the marks on the selected layer, use the ordinary copy operation. If you need the appearance created by several visible layers, use Copy visible layers when your build provides it.
When to merge layers
Merging combines layer content into one layer. It is useful after you have finished positioning and editing elements and no longer need to adjust them separately.
- Finish the placement, visibility, and edits for the layers you want to combine.
- Duplicate an important source layer or save a backup if you may need the original separation.
- Use the layer panel’s merge command. The wording and location can vary by Paint build.
- Check the result, including transparency and the order of the remaining layers.
Do not merge simply to tidy the panel. Once separate elements are combined, you lose the same convenient independent control over them. Keep the background, subject, and annotations separate until you are confident they are final.
Mouse, trackpad, or drawing tablet?
You do not need special hardware to use Paint’s Layers feature. A mouse or trackpad is enough for creating layers, arranging them, hiding them, and making basic edits.
If you plan to do substantial brush, pencil, or outline work, a USB drawing tablet for Windows can provide more precise stylus input than a mouse. It is an optional accessory for controlling Paint’s drawing tools—not a requirement for Layers, and it does not add layer support to Paint. Check compatibility and current availability for your Windows PC before buying.

If the Layers button is missing
- Open Microsoft Store.
- Open the Store’s Library or update area and check for app updates.
- Install the available Paint update.
- Close and reopen Paint, then check the toolbar again.
Also confirm that you are using Windows 11 and the Microsoft Store version of Paint rather than an older, restricted, or separately managed installation.
Further troubleshooting
If updating does not restore the feature, Microsoft’s general Store-app troubleshooting sequence is:
- close and reopen Paint;
- check for Windows updates;
- update Microsoft Store itself;
- use the available Repair option for the app;
- if Repair does not help, try Reset where available;
- reinstall the app as a last resort.
Back up any Paint files you need before resetting or reinstalling. If the button remains unavailable, the likely explanation is a difference in Paint build, rollout stage, or device policy—not that the layer workflow has been entered incorrectly.
Joining the Windows Insider Program should not be presented as a requirement for ordinary users. The first Layers announcement covered an Insider rollout, while later release notes show continued changes across Insider channels. Update the normal Store installation first and treat screenshots or controls from another channel as version-specific.

Microsoft’s later Insider release notes include Paint version 11.2605.61.0, which rolled out to Beta and Release Preview in June 2026. That release included an adjustable eraser-transparency feature and a fix for a layer-removal glitch. An Insider release is a staged test-channel rollout, however; it does not guarantee that every retail Windows 11 PC has those controls on the same date.
Paint’s Layers feature is designed for straightforward layered composition. It should not be interpreted as a promise that Paint includes every advanced selection, masking, adjustment, blend, or non-destructive editing feature found in professional image editors. If a tutorial’s panel or command does not match yours, check the installed Paint build before troubleshooting the artwork.
A safe workflow before exporting
- Keep the background separate until the composition is finished.
- Use one layer for each element you may need to move or remove.
- Hide layers to inspect the image without distractions.
- Duplicate important work before destructive edits.
- Check whether transparency is still present before saving.
- Export as PNG when transparent pixels must survive.
- Merge only after you no longer need independent editing.
With that approach, Paint’s Layers panel becomes a simple way to control depth and revisions: lower layers form the back of the image, upper layers form the front, and visibility and duplication give you room to experiment safely.
