No—Clip Studio Paint is not permanently free on a Windows PC or Mac. Celsys advertises a free trial of up to three months for Windows and macOS, after which you need a paid plan or a perpetual license. A perpetual license lets you keep using the version you bought, but it does not automatically include later major-version features.
As an alternative to recurring payments, you can buy a perpetual license for a specific version. Monthly and annual plans include the latest features while active. The right option depends on whether you want ongoing access to new releases or indefinite use of one purchased version.
Free download does not mean free software
The installer is free to download, but the Windows and macOS offer is a time-limited trial, not a permanent free edition. Celsys advertises up to three months of free use on those platforms. Register a Clip Studio account to unlock the trial’s functions and save work during the trial.
“Up to three months” does not mean every user receives exactly the same trial. Offers can differ by platform, account, or region. Do not assume a trial duration advertised for a mobile device applies to PC.

How long is the PC trial?

A perpetual license lets you use the version you purchased indefinitely. It does not automatically grant every later major-version feature. Perpetual-license owners can access later major-version features with an Update Pass or, when offered, a discounted version upgrade. If an Update Pass expires, the original perpetual license remains usable.

Consider EX if you need its features
EX is the higher-priced edition. Check the publisher’s product information to confirm that its features suit your intended work before choosing it. Use the trial to compare the workflow rather than paying extra without a specific need.
