In October 2024, Fremantle Council supported a 12-month trial for Plein Air Projects at the skate park in the Beach Street car park, known as Captain Munchies. It would be the initiative’s third site in Fremantle, but its first on City-owned property. The motion also called for officers to negotiate a memorandum of understanding (MOU) with the group and report back to Council after the trial.
What Council supported
The City of Fremantle Council agenda for 23 October 2024 records support for an additional Plein Air Projects site at the Beach Street car park skate park. The motion proposed a 12-month trial, authorized officers to negotiate an MOU with the Plein Air Project Group, and requested a report to return to Council after the trial. Read the Council agenda.
This was support for a proposed trial, not evidence that the site subsequently opened or remains active. The agenda called for monitoring and a later report; the trial’s outcome and the site’s present status have not been established here.

Why it was called the first City-owned site
The proposed Captain Munchies location was the initiative’s third Fremantle site, not its first. PerthNow reported that Plein Air Projects began at Westgate Mall in 2019 with approval from property manager Silverleaf, then added a site on Tydeman Road in North Fremantle in 2022 with National Storage support. The Beach Street proposal was distinctive because it would use City-owned space. PerthNow’s report describes it as the group’s third local site and first on City-owned property.
| Site | Host or ownership context | Timing in the contemporaneous sources |

What Plein Air Projects offers artists
The Council agenda describes Plein Air Projects as an artist-run initiative for street- and aerosol-art practitioners. In material submitted to Council, the initiative described designated wall areas, mentoring, help navigating public-art administration, and skills and professional development. Those are the group’s account of its program, not an independent evaluation of outcomes.

How the City’s general mural guidance relates
The City’s mural information page advises prospective mural-makers to check approvals before painting. It notes that advice or permission may be needed for work in a heritage zone or on a heritage-listed or City-owned building. See the City’s mural information. This is general guidance for mural proposals; it does not state the terms of the Plein Air trial or confirm its current status.
