Why is Thanksgiving on the fourth Thursday?
The fourth-Thursday rule is the result of a change made by Congress in 1941. It differs from the “last Thursday” wording in Abraham Lincoln’s 1863 proclamation, and it followed several decades in which presidents could set the date by proclamation.
1789: Washington names a national day
In September 1789, the First Congress passed a resolution asking the president to recommend a day of thanksgiving. George Washington named Thursday, November 26, 1789. Later presidential proclamations set dates that varied by year and sometimes by month, so there was not yet a permanent federal Thanksgiving date.

In 1939, Franklin D. Roosevelt moved Thanksgiving earlier to extend the Christmas shopping season. The shift produced competing observance dates: 32 states followed the earlier date and 16 kept the traditional one. The division continued in 1940.

1941: Congress fixes the fourth Thursday
Congress settled the dispute by establishing the fourth Thursday in November. The House initially favored the last Thursday, but the Senate amended the resolution to the fourth Thursday to account for years when November has five Thursdays. President Roosevelt signed the resolution on December 26, 1941. The current date therefore rests on the enacted fourth-Thursday rule, rather than simply continuing Lincoln’s last-Thursday wording.

Thanksgiving is associated with gatherings and turkey, but neither one menu nor one way of observing the holiday represents every household. The National Archives documents presidential turkey traditions, including a photograph captioned “President Franklin D. Roosevelt carves the Thanksgiving turkey”; that record shows a familiar association, not a universal practice.

Travel figures reported by the Associated Press on November 24, 2025, were forecasts for the Thanksgiving travel period, not final counts: the Federal Aviation Administration forecast more than 360,000 scheduled flights, the Transportation Security Administration projected more than 17.8 million airport screenings, and AAA projected at least 73 million car travelers. These projections describe anticipated travel volume, not the number of people who celebrated Thanksgiving or how they did so.
