Openclipart is the best first stop for editable, traditional clip art with relatively clear reuse information. For icons, use SVG Repo; for historical or educational artwork, Wikimedia Commons; and for polished commercial-style assets, compare Vecteezy and Freepik. The right choice depends on the individual file’s license, because free clip art may be CC0, public domain, attribution-required, or subject to commercial-use and merchandise limits.

Openclipart is the best first stop for most people who want editable, traditional clip art with the least licensing friction. For icons, try SVG Repo; for historical or educational artwork, Wikimedia Commons; for polished commercial-style illustrations, Vecteezy or Freepik. The important qualification is that free does not mean every download has identical rights. Some files are public domain or CC0, while others require attribution or impose limits on merchandise, print runs, digital views, redistribution, or commercial use.

This is a curated list, not an objective ranking of artistic quality. The order gives priority to licensing clarity and usefulness for typical clip-art searches. Before publishing, selling, printing, or putting an image on merchandise, open the individual asset page and read its license—not just the website’s search-result label.

Quick comparison of the 10 free clip-art sites

Site Best for Common formats Commercial use Attribution Main caution
Openclipart Traditional vector clip art and simple illustrations SVG, PNG, PDF Often broad, but check the individual asset Usually minimal for public-domain or CC0-style files Rights are recorded at the asset level
Publicdomainvectors.org Large general-purpose vector searches SVG, AI, EPS, CDR The site says its downloadable vectors are covered by a CC0 deed Not required under the stated CC0 terms; a link back is welcomed Confirm the listing and avoid treating the file as a standalone stock bundle
Pixabay Illustrations, vectors, photos, and mixed media Varies by asset Free use and modification are generally permitted under its license summary Generally not required Standalone redistribution, trademarks, people, and other third-party rights
SVG Repo Icons, symbols, interface graphics, and simple vectors SVG and related downloads Often suitable, subject to the individual file license Generally not required but appreciated Licenses can differ between files; do not replicate the repository
Wikimedia Commons Historical art, diagrams, educational graphics, and documented open media Varies by file Varies by file Often required under the file’s license Check attribution, share-alike, trademark, personality-rights, and other notices
Vecteezy Polished vectors, seasonal art, and commercial-design assets Usually vector formats and previews Free resources have usage limits and conditions Free downloads require attribution Limits can apply to print runs, digital views, merchandise, and production budgets
Freepik Professionally designed vectors, illustrations, and templates Varies by asset Free and Essential use has conditions; paid tiers expand rights Free use generally requires attribution Restrictions on stock redistribution and some resale products
Flaticon Consistent icon families and icon-style clip art SVG, PNG, and other icon formats Personal and commercial projects can be allowed with attribution Free downloads generally require author attribution Use the license certificate and follow its attribution instructions
Libreclipart Simple open-source-oriented vector artwork SVG, PDF, ODG The site states that its free vectors are CC0 Not required under the stated CC0 terms Smaller collection; still verify the individual download
rawpixel public-domain collection Vintage, historical, collage, and craft imagery Varies by asset Public-domain collection is distinguished from separately licensed free assets Depends on the collection and asset Do not confuse public-domain files with rawpixel’s other free content

1. Openclipart: best first choice for editable clip art

Openclipart is the clearest starting point when you want conventional clip art: simple illustrations, decorative shapes, symbols, animals, objects, and classroom-friendly graphics. Its asset pages identify works as public domain or CC0-style releases and commonly offer SVG, PNG, and PDF downloads.

#1 Best Overall
Cosmi Print Perfect Clip Art 50,000
  • Easy-to-use and apply 50,000 clip art and images!
  • Media browser for easy searching and browsing
  • Compatible with all products in the Print Perfect line of products and your favorite desktop publisher

SVG is especially useful when you need to change colors, resize artwork without losing sharpness, or separate elements in a vector editor. PNG is convenient for quick placement in a document or presentation, while PDF can be useful for print workflows.

Openclipart ranks first here because it combines a clip-art-focused catalog with comparatively straightforward reuse information. That does not eliminate the need for a check: the repository’s records are asset-specific. Open the download page, confirm the stated rights, and save a copy of the license information with your project if the work is commercial.

2. Publicdomainvectors.org: a large CC0-oriented vector catalog

Publicdomainvectors.org is useful when you want to search a large collection of general-purpose vector art. The site reports more than 70,000 vector images and lists SVG, AI, EPS, and CDR formats, making it practical for craft cutting, educational diagrams, logo concepts, signs, and illustrations that need editing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its licensing page says downloadable vector images are covered by a CC0 deed. Under that stated licensing position, users may copy, modify, distribute, and use the vectors commercially without permission; a link back to the site is welcomed rather than required.

Use this site for a starting graphic, not as proof that a finished logo is legally unique. Search for existing trademarks before adopting a recognizable symbol, mascot, or emblem as a brand mark. Also avoid downloading a large number of files and selling them as an unmodified clip-art collection unless the applicable terms expressly permit that type of redistribution.

3. Pixabay: broad media selection beyond traditional clip art

Pixabay is a strong choice when your project may need more than vector clip art. Its catalog includes illustrations, vector graphics, photographs, and other media, so it can fill gaps in a poster, worksheet, blog graphic, collage, or presentation.

Pixabay’s official license summary permits free use and modification without required attribution in many ordinary project contexts. It also prohibits distributing the content on a standalone basis. In practical terms, placing an illustration into a finished design is different from offering the unchanged illustration as a downloadable file or stock asset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not treat the Pixabay license as a clearance of every legal issue. The site warns users to consider trademarks, recognizable people, and other third-party rights. A drawing that contains a brand logo, a protected character, or a recognizable person can create problems even when the file’s copyright license appears broad. For merchandise, branding, advertising, and products sold at scale, inspect the specific asset and remove or clear third-party elements.

4. SVG Repo: excellent for icons and interface-style graphics

SVG Repo is particularly useful for icons, symbols, interface graphics, arrows, signs, and simple vector illustrations. It is a better fit for a website interface, worksheet, app mock-up, map legend, or presentation than for an elaborate decorative scene.

SVG Repo describes its collection as free SVG vectors and icons for commercial use. Its licensing information says attribution is generally not required but appreciated. However, individual files can carry different licensing details, so inspect the asset page before using an icon in a paid product or client project.

The main restriction to remember is redistribution. You should not simply resell or republish downloaded files in a way that recreates SVG Repo’s library. Use the icon as part of a meaningful finished work, and keep the original asset page and license information in your project records.

5. Wikimedia Commons: best for documented historical and educational artwork

Wikimedia Commons is a valuable source for historical illustrations, scientific diagrams, maps, educational graphics, public-domain artwork, and media with detailed provenance. It is often more useful than a generic clip-art site when the project needs an old engraving, historical image, technical diagram, or artwork whose source and licensing history matter.

Commons does not have one universal license for every file. Each file’s description identifies whether the work is public domain, available under a Creative Commons license, or subject to another reuse condition. The file page may require creator credit, a link to the license, a notice about changes, or distribution of adaptations under the same license.

Before publishing, record the creator, source page, license, and any required change notice. Also check trademark, personality-rights, privacy, and property-rights information where relevant. A public-domain painting may be broadly reusable as a copyright matter, but that does not automatically grant permission to use a modern institution’s logo or a recognizable person’s likeness in every commercial context.

6. Vecteezy: polished vectors with meaningful free-tier limits

Vecteezy is a good place to look when you want polished vectors, seasonal illustrations, patterns, and assets that feel ready for commercial design work. Its free resources use a Free license rather than functioning as an unrestricted public-domain library.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Vecteezy’s licensing documentation says free use requires attribution. Its support information also describes limits that can affect print runs, digital views, merchandise, and production budgets. Those limits matter if you are printing thousands of copies, selling products with the artwork, running a high-traffic campaign, or using the file as a major part of a production.

Read the asset’s license and the applicable usage limits before committing to a design. If you regularly need larger libraries, fewer attribution obligations, or broader usage limits, Vecteezy Pro is the site’s paid upgrade path to investigate—but confirm the current plan terms before purchase because licensing and program details can change.

7. Freepik: professional design assets, but not a simple free-for-anything library

Freepik offers professionally designed vectors, illustrations, templates, and broad design categories. It can be a productive choice when a basic icon or public-domain drawing is not polished enough for a client presentation, campaign, social graphic, or printed design.

Freepik’s free or Essential-plan use generally requires attribution. Higher subscription tiers can remove attribution and expand commercial rights, but the exact permission still depends on the applicable terms and asset. Freepik also restricts redistributing content as a stock library and places limits on some resale products when the downloaded asset is the main element.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That means a finished poster, presentation, or marketing graphic is not automatically equivalent to selling the unchanged illustration on a shirt, mug, template, or download. If you need a professional library without free-tier attribution, review Freepik Premium and its current license terms. Treat the subscription as a licensing option, not as a blanket waiver of trademark or other third-party rights.

8. Flaticon: consistent icon families for digital and educational work

Flaticon specializes in icons and icon-style clip art. Its strength is consistency: once you find an icon family, you can often use related symbols with a similar visual style in a presentation, website, worksheet, dashboard, app interface, or instructional material.

Free downloads may be used in personal and commercial projects with attribution to the author. Flaticon’s license certificate sets out the attribution requirements, so download or generate the certificate and follow its specified wording or link rather than guessing at the credit.

Flaticon is less suited to complex decorative illustrations than Openclipart, Pixabay, or a general vector library. It is most useful when the project needs clear, compact symbols and a coherent icon system. Before using icons in merchandise or a resale template, check whether the license permits that particular product format and whether the icon is being used as the main standalone element.

9. Libreclipart: a small collection with straightforward CC0 positioning

Libreclipart is a useful alternative for teachers, open-source projects, and anyone who prefers a small collection with simple licensing. The site states that its free vector images are released under CC0 and provides SVG, PDF, and ODG formats.

Under that stated CC0 positioning, the files can be used for private or commercial projects without attribution. The collection is smaller and more open-source-oriented than the large commercial design libraries, but that can be an advantage when you want to spend less time sorting through subscription tiers and attribution rules.

As with every repository, verify the individual download page. Keep in mind that CC0 concerns copyright permissions for the released work; it does not automatically resolve trademarks, recognizable people, logos, or other rights that may appear in the artwork.

10. rawpixel’s public-domain collection: vintage and design-oriented imagery

rawpixel’s public-domain collection is a strong option for vintage artwork, historical imagery, collage, craft projects, and design work that benefits from an older or archival look. It is distinct from rawpixel’s separately licensed free assets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

rawpixel distinguishes its public-domain collection from its other free content. Public-domain assets are offered for business and personal use, while assets under a free license may have additional restrictions and cannot simply be republished or added to a downloadable asset library.

Check which collection an image belongs to before downloading it. If you need resources beyond the public-domain collection, rawpixel also offers a paid Business plan; compare the current plan terms with the rights required for your project rather than assuming all rawpixel files share one license.

How to choose the right site

  • Need editable traditional clip art: Start with Openclipart, Publicdomainvectors.org, or Libreclipart.
  • Need icons or interface symbols: Use SVG Repo or Flaticon, and check the individual icon license.
  • Need a broad mix of illustrations and photos: Try Pixabay.
  • Need historical or educational material: Search Wikimedia Commons and inspect the file description carefully.
  • Need polished commercial-design assets: Compare Vecteezy and Freepik, paying close attention to attribution and usage limits.
  • Need vintage or collage imagery: Browse rawpixel’s clearly labeled public-domain collection.

What the license terms actually mean

Public domain and CC0

Public-domain material is not protected by copyright in the relevant jurisdiction, while CC0 is a legal dedication intended to waive copyright-related rights as broadly as possible. In everyday project planning, both are usually less restrictive than an attribution-based license. They do not, however, guarantee that an image is free of trademarks, publicity rights, privacy rights, or rights in recognizable brands and people.

Free with attribution

A free-with-attribution license allows reuse only if you provide the required credit. The credit may need to name the creator, link to the source, link to the license, and identify changes. Vecteezy, Freepik’s free use, and Flaticon are the clearest examples in this list. Put the credit where the applicable license says it belongs—such as a webpage, end credits, document, caption, or product information—and retain evidence of the requirement you followed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Royalty-free or free-tier content

Royalty-free does not mean copyright-free, and a free tier does not necessarily provide unlimited commercial permission. A license may allow a certain type of finished design while restricting merchandise, print volume, digital audience size, resale products, or redistribution. Read the restrictions that apply to the exact plan and asset.

Five checks before you publish or sell

  1. Open the asset page. Do not rely only on a search preview, category label, or general site reputation.
  2. Identify the exact license. Note whether it is public domain, CC0, Creative Commons, a custom site license, or a free-tier license.
  3. Check the intended use. Look specifically for commercial use, merchandise, templates, print runs, digital views, client work, and resale restrictions.
  4. Inspect the artwork for third-party material. Look for logos, trademarks, branded products, recognizable people, protected characters, and other elements that the hosting site may not own.
  5. Save your evidence. Keep the asset URL, creator name, download date, license text or certificate, and a note about any modifications. This is especially important for Wikimedia Commons and attribution-based downloads.

Can you sell products made with free clip art?

Sometimes, but the answer depends on the license and how prominently the image is used. A license may permit a finished poster, book page, classroom worksheet, or marketing design while prohibiting the sale of the unchanged file, an unmodified print, or a product where the clip art is the main value.

Merchandise deserves extra caution. Check for explicit rules covering shirts, mugs, stickers, fabric, print-on-demand products, and other resale items. Freepik, Vecteezy, Flaticon, Pixabay, and rawpixel can all require more careful review than a CC0-oriented source, and even a broadly licensed file may contain a trademark or recognizable likeness that needs separate clearance.

What if you want printed rather than downloadable art?

These sites are primarily useful for digital downloads. If your project is a physical collage, vision board, or craft activity and you prefer to work from paper, a printed clip-art book can be a practical alternative. It is not a substitute for a free digital license: check the book’s publishing and reproduction terms before scanning, copying, redistributing, or selling pages from it.

One site to use cautiously

Clipart Library may be useful for personal, educational, or charitable projects, but its stated terms say the images are for noncommercial use and may not be modified, distributed, or sold without the stated permissions. It therefore should not be treated as a commercial-use alternative to the CC0 and public-domain-oriented sites above.

Bottom line

For the simplest starting point, use Openclipart or Publicdomainvectors.org and verify the individual asset. Choose SVG Repo or Flaticon for icons, Wikimedia Commons for documented historical material, Pixabay for mixed media, and Libreclipart for a smaller CC0-oriented collection. Vecteezy, Freepik, and rawpixel can provide more polished or specialized design resources, but their free access is more conditional. Whatever site you choose, save the license evidence and check trademarks, people, merchandise rules, and standalone-redistribution restrictions before the work goes public.

Frequently Asked Questions

Can I use all free clip art commercially?

No. Some sites offer public-domain or CC0-style files, while others require attribution or impose limits on merchandise, print runs, digital views, commercial projects, or redistribution. Check the individual asset page before using a download.

Can I put free clip art on shirts, mugs, or other merchandise?

Not necessarily. A license may allow you to place the image in a finished design but prohibit selling the unchanged file, adding it to a stock library, or using it as the main element of a resale product. Check the terms for your exact product and distribution method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which free clip-art sites require attribution?

Public-domain and CC0-oriented files often do not require attribution, while free downloads from sites such as Vecteezy, Freepik, and Flaticon generally do. Wikimedia Commons files can require creator credit, a license link, change notices, or share-alike treatment. Follow the specific asset’s instructions.

What should I record when downloading clip art?

Save the asset URL, creator name, license or certificate, download date, and a note describing any changes. This creates a useful record if the license page changes or a client asks how the image was cleared.

The Bottom Line

Openclipart and Publicdomainvectors.org are the best starting points for broadly reusable vector clip art, while SVG Repo, Wikimedia Commons, Pixabay, and Libreclipart serve more specialized needs. Vecteezy, Freepik, Flaticon, and rawpixel can be excellent sources, but their free-use terms require closer checks. Always verify the individual asset license and separate copyright permission from trademark, personality-rights, and merchandise concerns.
