What Export Credit Agencies Do in Commercial Aircraft Loans

Export credit agencies support eligible aircraft exports through direct loans, guarantees, insurance, refinancing and interest support. Here is how the structures, ASU rules, pricing and due diligence work.

Export credit agencies (ECAs) make some commercial-aircraft purchases financeable when private lenders would otherwise face too much airline, country or political risk. They do this by lending directly, refinancing a loan, supporting its interest rate, insuring a private lender or guaranteeing repayment. The support is tied to an eligible export from the agency’s home country; it is not a general-purpose subsidy for an airline.

In a common structure, an aircraft-owning special-purpose company borrows from a bank, buys the aircraft from an eligible exporter and leases it to the airline. The ECA covers an agreed portion of the bank’s exposure, while the aircraft mortgage, lease cash flow, airline or guarantor credit and other collateral support repayment. The OECD Aircraft Sector Understanding (ASU) sets common rules for officially supported civil-aircraft credits, but each transaction still depends on eligibility, credit quality, security, pricing and due diligence.

What is an export credit agency?

An ECA is a government institution, or a private company operating for a government, that supports its country’s exporters. The OECD describes the purpose as helping national exporters compete for overseas sales. Support comes in two broad forms:

  • Official financing support: a direct loan to the foreign buyer, refinancing of a private loan or interest-rate support.
  • Pure cover support: insurance or a guarantee that protects a private financial institution against specified commercial or political losses.

For an aircraft transaction, the ECA either supplies funding or shares defined risks with the lender. The export connection is fundamental: the aircraft, engines, parts or services must meet the agency’s eligibility and national-content rules. An ECA therefore cannot simply replace ordinary working-capital finance for an airline with no qualifying export.

“Governments provide officially supported export credits through Export Credit Agencies (ECAs) in support of national exporters competing for overseas sales.” — OECD

What does an ECA do for a commercial-aircraft loan?

The ECA changes the risk allocation between the aircraft buyer, airline, lender and government. A bank can lend with an ECA guarantee or insurance covering the portion and risks specified in the credit agreement. Alternatively, the ECA can make or refinance the loan itself. That government-backed element may improve debt capacity, extend tenor or make a delivery financeable when an entirely private loan would be unavailable or too expensive.

The usual aircraft-owning special-purpose company

A documented U.S. Export-Import Bank structure illustrates the standard approach. A bankruptcy-remote special-purpose entity (SPE) owns the aircraft and leases it to the airline. A financial institution lends to the SPE, and the ECA either guarantees that loan or provides the official financing. The lender normally receives a first-priority mortgage over the aircraft, an assignment of insurance proceeds and lease-related protections. The airline’s credit, a guarantor and the lease rentals provide additional support.

The SPE separates ownership of the aircraft from the airline’s operating business. That can help a lender enforce its aircraft security if the airline fails, although the ECA and lender still analyze the lessee, guarantors, lease terms, aircraft value and the country where the aircraft operates.

When the airline borrows directly

The airline can be the borrower in exceptional cases. The same credit questions remain: the airline’s financial strength, any guarantor, collateral, repayment profile and political or country risks. Whether an SPE, lessor or airline borrows is a transaction-specific structuring decision, not an automatic feature of ECA finance.

Which aircraft and services can qualify under the Aircraft Sector Understanding?

The ASU is the specialized OECD rulebook for officially supported civil-aircraft credits. It covers more than a new aircraft’s purchase price:

Eligible category described by the aircraft rules Examples of support covered
New civil aircraft and installed engines Official guarantees, insurance, direct or refinanced lending, interest-rate support or a combination
Used, converted and refurbished aircraft The same forms of official support, subject to the applicable eligibility and credit tests
Spare engines and spare parts Official support tied to the qualifying export
Maintenance and service contracts Support where the transaction falls within the aircraft-sector rules
Major modifications, refurbishment and engine kits Official support for qualifying exported work or equipment

The aircraft rules apply to officially supported credits with repayment terms of two years or more. They are separate from ordinary short-term trade finance. A U.S. Export-Import Bank aircraft program, for example, states that it can support foreign purchasers of new and used U.S.-manufactured commercial, agricultural and general-aviation aircraft, including helicopters, installed engines and spare engines, through direct loans, guarantees and insurance. That statement does not make every used aircraft eligible: the export, borrower, security and agency-specific requirements still have to be met.

How does an ECA-supported aircraft loan work step by step?

  1. Identify the eligible export. An airline or lessor orders an aircraft, engine, part or qualifying service from an exporter in an ECA country. The parties confirm the national-content and aircraft-sector tests before assuming support is available.
  2. Select the support form. The buyer, lessor, arranging bank and ECA decide whether the transaction will use a direct ECA loan, a bank loan with an ECA guarantee or insurance, refinancing, interest-rate support or a combination.
  3. Choose the borrower and ownership vehicle. The structure may use an aircraft-owning SPE that leases to the airline, a lessor or, in an exceptional case, the airline itself.
  4. Document the security package. Documents normally address the loan, lease, first-priority aircraft mortgage, insurance assignments, financial and operational covenants, guarantees and any additional collateral. The exact package depends on the ECA and lender.
  5. Complete agency review. The ECA tests export eligibility, creditworthiness, guarantors, aircraft and collateral value, repayment capacity, country and political risks, pricing, environmental and social matters and policy requirements.
  6. Fund and monitor the delivery. Once approvals and conditions precedent are satisfied, the lender or ECA funds the aircraft purchase. Principal and interest then amortize under the approved schedule, while the ECA remains exposed according to its guarantee or insurance terms.

How long can an ECA-backed aircraft loan run?

A published U.S. Export-Import Bank example allows a maximum term of 12 years under the 2011 ASU. Principal must amortize to zero through quarterly installments, or semiannual installments in special circumstances. The borrower may use straight-line principal amortization or a mortgage-style schedule combining principal and interest.

Those figures are not a universal promise for every transaction. The applicable ASU text, aircraft category, obligor rating, ECA program and approval date control the live deal. The OECD Arrangement’s current version became applicable on 22 January 2026, and a January 2026 legal-instrument update changed provisions affecting maintenance, repair and overhaul contracts and obligor-rating processes under the aircraft rules. A term sheet prepared under an older version may therefore need to be revisited.

How does an ECA guarantee affect the loan’s cost and risk?

An ECA guarantee or insurance can substitute government-backed cover for part of a bank’s direct exposure. That may improve the bank’s willingness to lend, support a longer repayment period or reduce the capital and country-risk burden reflected in the private loan. Direct official financing can provide a similar effect by supplying the debt rather than merely covering it.

Support does not make the loan automatically cheap. The bank and ECA still price the airline or lessee, guarantors, aircraft and lease cash flow, country and political risks, repayment profile and collateral. The borrower also pays the ECA risk premium and other transaction costs required by the program. The OECD framework is designed in part to stop agencies from winning business solely through the most favorable official subsidy.

Think of ECA support as a risk-sharing and capacity tool, not a guaranteed interest-rate discount. A strong airline with abundant private liquidity may obtain cheaper or more flexible financing without an ECA; a weaker credit or difficult country may find that the ECA’s premium is worthwhile because it opens a market that private lenders would not serve.

How does ECA debt compare with other aircraft-financing channels?

Airlines and lessors commonly evaluate ECA-backed debt alongside commercial banks, local and regional banks, operating lessors, institutional investors and funds, tax-equity structures, capital-markets transactions, other credit enhancement and cash.

Financing route What supplies the funds or risk support Defining condition for the borrower Typical decision trade-off
ECA-backed loan Direct official lending, refinancing, interest support, insurance or a guarantee for private debt Must be tied to an eligible export and satisfy aircraft-sector, credit, security and policy tests Government-backed capacity and potentially longer tenor in exchange for premiums, documentation and policy conditions
Commercial bank debt Private lenders fund and retain the negotiated exposure Underwriting depends on the airline, lessor, aircraft, country and collateral without an ECA cover requirement Can be flexible, but capacity and pricing depend entirely on private risk appetite
Lessor financing A lessor buys or funds the aircraft and leases it to the airline Lease rentals and the lessor’s ownership economics drive the transaction Can reduce the airline’s upfront borrowing, while lease pricing and end-of-term obligations replace some loan flexibility
Capital-markets or credit-enhanced structure Institutional investors, funds or a structured credit-enhancement provider Requires market access and an acceptable transaction structure May diversify funding sources, but documentation and market execution can be complex
Cash The airline or lessor pays from its own liquidity No external lender or ECA approval is needed for the funding itself Avoids debt service but uses cash that could support operations or other deliveries

For a live comparison, calculate the all-in interest rate, ECA premium, fees, tenor, amortization, collateral, guarantees, political-risk allocation, prepayment terms, transfer restrictions, lease-change flexibility, execution timetable and environmental or social obligations. Comparing only the headline interest margin can make an ECA structure look cheaper while overlooking its premium or reduced flexibility.

What environmental, social and governance checks apply?

The OECD Common Approaches recommendation calls for environmental and social due diligence before decisions on officially supported export credits. The recommendation was revised in 2024. An ECA can therefore require information and conditions beyond the lender’s ordinary credit file, particularly where the aircraft, operator or operating jurisdiction raises environmental or social questions.

Policy coordination also matters. The European Union’s Export Credits Group coordinates member-state policy on financing, guarantees, insurance and reinsurance and prepares EU positions for OECD export-credit negotiations. An applicant should identify the responsible ECA early, because national procedures and policy screens can affect the timetable even when the underlying aircraft is clearly eligible.

What is the current market role of ECAs?

ECAs remain one financing channel among many, but they are especially relevant when widebody deliveries require more debt capacity than private markets can comfortably provide. Boeing’s 2025 commercial-aircraft financing assessment reported that more than 80% of ECA financing supported widebody aircraft in 2025. The same assessment described ECA and credit-enhanced markets as active in the first half of 2026, notably in Southern Europe and Central Asia, and positioned ECA funding to support widebody deliveries where other financing could be out of reach.

These are market observations for the stated periods, not a forecast for every aircraft type or region. Availability can change with agency exposure limits, government policy, airline credit quality, aircraft delivery schedules and the prevailing ASU terms.

What should a borrower check before choosing ECA support?

  • Export eligibility: confirm the exporter, aircraft or service, national content and the relevant ECA program.
  • Borrower and guarantor strength: prepare audited financial information, operating forecasts, debt-service capacity and details of any guarantor.
  • Security: test the first-priority aircraft mortgage, lease assignment, insurance assignment, account controls and any additional collateral.
  • Economics: model interest, ECA risk premium, bank fees, commitment fees, hedging, taxes and legal costs over the full tenor.
  • Amortization: verify whether quarterly or exceptional semiannual payments and straight-line or mortgage-style amortization fit projected lease or airline cash flow.
  • Flexibility: negotiate treatment of refinancing, prepayment, aircraft sale, lease transfer, substitutions and changes to the operator before signing.
  • Policy diligence: allow time for environmental, social, anti-corruption, sanctions and other government-required reviews.
  • Rule version: identify the ASU and OECD Arrangement text that applies on the expected approval date, especially after the January 2026 amendments.

The central question is not simply whether an ECA can support the aircraft. It is whether the export tie, government cover, tenor and risk allocation produce a better risk-adjusted result than a bank loan, lease, capital-markets structure or cash for this particular delivery.

Frequently Asked Questions

Can an airline use ECA financing for a used commercial aircraft?

Yes, used, converted and refurbished civil aircraft are within the aircraft-sector categories, and the U.S. Export-Import Bank describes support for new and used U.S.-manufactured aircraft. Eligibility still depends on the exporting country, aircraft condition, program rules, borrower credit and security package.

Why is the aircraft mortgage important in an ECA-backed loan?

The mortgage gives the lender a first-priority security interest in the aircraft, which is the principal hard asset generating repayment value if the borrower defaults. It works alongside lease rentals, insurance assignments, guarantees and the ECA’s defined cover rather than replacing those protections.

Does an ECA guarantee cover every loss a bank could suffer?

No. The guarantee or insurance covers only the risks, percentage and conditions written into the ECA documentation. Exclusions, deductibles, waiting periods, borrower defaults and policy conditions can leave the lender with exposure, so the bank continues to underwrite the transaction.

Why can an ECA transaction take longer than ordinary bank debt?

The parties must coordinate an exporter, borrower or SPE, lender, lessor and government agency while completing export-eligibility, credit, collateral, environmental and social reviews. Aircraft-specific OECD rules and national approval procedures add another timetable that a purely private loan may not have.
