To make tissue-paper flowers with kids, stack six or more same-size rectangles, fold them accordion-style, wrap a pipe cleaner around the pinched center, and gently separate the layers into petals. An adult can prepare the paper or handle scissors as needed; the finished flowers can become a bouquet or a wall decoration.
The craft is easy to adapt: more layers make a fuller flower, different cuts change the petal edges, and children can tear or use pre-cut paper instead of cutting. You need colored tissue paper and a pipe cleaner; scissors and tape are optional.
What you need
- Colored tissue paper, cut or torn into same-size rectangles
- A pipe cleaner to secure the center and make a stem
- Optional: scissors for shaping the folded paper ends
- Optional: tape to attach flowers to a wall or door frame
You do not need a special kit. Use pre-cut paper or tear it by hand if that suits your child better. Children can use appropriate scissors with supervision; an adult can do the cutting or trimming when needed.
How to make tissue-paper flowers
- Prepare the paper. Stack six or more same-size tissue-paper rectangles. PBS KIDS’ arch activity uses six to eight sheets of 8.5 × 11-inch paper; the Scouts activity also suggests six or more rectangles. You can cut the sheets in half for smaller flowers.
- Fold the stack. Fold it back and forth like a fan or accordion. PBS KIDS suggests folds about ½–1 inch wide. The folds do not have to be exact.
- Secure the center. Pinch the folded stack in the middle and wrap one end of a pipe cleaner tightly around it. Leave the longer end as the stem.
- Shape the ends if you like. With the stack still folded, trim both ends into a curve, point, or zigzag. An adult can handle this step if the child is not ready to use scissors.
- Open the petals. Starting at the outside, gently separate each tissue-paper layer and fluff it into shape. Work slowly to reduce tearing.
- Make and display more flowers. Try different colors, layer counts, and edge shapes. Use the pipe-cleaner stems for a bouquet, or attach flowers to a wall or door frame with tape.

Adapt the activity for your child
There is no universal minimum age for this project. Match the tasks and materials to the child’s abilities. Prepare the rectangles ahead of time if cutting would be difficult or slow, and supervise children who use scissors. Accessible options such as left-handed, tabletop, loop, or easy-grip scissors may help some children; tearing paper or using pre-cut pieces are alternatives.
Keep small objects out of children’s mouths, ears, and noses, and store sharp objects securely. If a child dislikes the feel of tissue paper, offer a different material or let them take another role, such as choosing colors or arranging finished flowers.

Try a vase display
For a freestanding arrangement, PBS KIDS describes a separate project using a recycled yogurt cup, construction paper, markers, a bendable drinking straw, clear tape, craft glue, and playdough. The cup is decorated as a vase, and the playdough helps hold the straw stems in place. This is a more involved display option than making flowers with pipe-cleaner stems.
