You can fold a single sheet into a self-mailer: the folded paper encloses the message, while an outside panel can carry the address and postage. That makes it possible to hand someone a letter without an envelope, but it does not mean every fold is acceptable for mailing. Hand-delivery avoids postal requirements; before mailing, check the current rules for your destination and mail class.
What you need
- One sheet of letter-writing paper or other foldable paper.
- A pen or pencil for the message and, if mailing, the address.
- Postage if you plan to mail it.
No cutting or glue is needed. Choose paper that folds cleanly, and leave enough room on an outside panel for an address and postage if the letter will travel through the mail.
How to make a no-glue folded letter
- Write your message on one side of the sheet, leaving some margin around the edges.
- Fold the sheet so the written message is enclosed inside and a blank outside panel remains visible. Make the folds secure enough to keep the sheet closed when handled.
- If giving it by hand, write the recipient’s name on the outside panel. If mailing, use that panel for the delivery address and postage, keeping them clear and legible.
There is no single fold pattern established here as postal-approved. A fold that works as a handmade note may not meet postal handling requirements.
Can you mail a letter without an envelope?
Yes, a folded sheet can be designed as a self-mailer, but eligibility depends on its construction and the destination’s current postal rules. The United States Postal Service’s Publication 25, Designing Letter and Reply Mail, dated July 2003, describes self-mailers and says closures must not interfere with postage, address information or barcode recognition. Because that guidance is dated, verify current USPS requirements before mailing rather than treating its specifications as current.

That 2003 publication lists minimum paper basis weights according to construction:

These are historical specifications from the July 2003 publication, not confirmation of today’s requirements. Paper weight is only one consideration: the fold and closure also need to keep the address, postage and any machine-readable areas unobstructed.

Choose hand-delivery or mailing
- Hand-deliver it: Use the fold that best encloses the message. Postal design rules do not determine whether you can give the note to someone directly.
- Mail it: Check current rules for the postal service and mail class you intend to use. Confirm that the paper, fold and closure are acceptable, and that the outside address and postage areas remain clear.
- Unsure whether it qualifies? Put the folded sheet in a conventional envelope or ask the relevant postal service before sending it.
NASA’s correspondence standard recommends agency-approved mailers for official NASA mail and directs staff to consult their mail manager about restrictions. This guidance applies to NASA correspondence, not ordinary personal letters; see NASA NPR 1450.10D.
