They didn’t: ordinary pencil cores are made from graphite and clay, not elemental lead. “Pencil lead” is a longstanding name for the dark core, so there was no date when manufacturers switched from lead cores to graphite ones. A separate issue is lead in some historical pencil paints, which is not the same as lead in the core.

What is actually inside a pencil?
The black core in a typical writing pencil combines graphite and clay. Manufacturers can vary the proportions to change how hard or soft the pencil writes, according to the Writing Instrument Manufacturers Association (WIMA).

Why do people ask when lead was removed?
The wording “lead pencil” has been used for graphite pencils for centuries, and historical accounts continue to use it. The National Park Service (NPS) describes early graphite pencils in 16th-century England, a writing instrument much like today’s developed in France around 1795, and William Munroe producing wood-cased pencils in Boston in 1812. Its account calls Munroe’s products “lead pencils,” but that phrase does not establish that their cores contained elemental lead.
Those dates mark developments in graphite-pencil history, not a transition away from lead cores. The available history supports correcting the name, not assigning a lead-core phaseout date.

Could a pencil have contained lead anywhere?
Yes, historically, lead could be present in a pencil’s painted exterior even when its graphite-composite core was essentially lead-free. A report preserved by CDC Stacks says its analyses found the tested graphite-composite cores “essentially lead free.” It separately reports lead in painted surface coverings of three tested brands, at 0.1146 to 1.037 micrograms per pencil.

These are historical report findings and statements; they are not current measurements, proof that all pencils then had lead paint, or a statement of today’s regulatory requirements. The report’s exact publication year is not established in the cited record.

What does this mean for pencils today?
For an ordinary graphite writing pencil, “lead” refers to the core’s familiar name; the core itself is graphite and clay. The historical paint findings should be kept separate from that fact: they concern three tested brands in an older report and do not establish the composition of current pencil coatings.
The NPS says about two billion pencils of various colors, sizes, and materials are made each year in the United States. Its cited page does not give the year behind that estimate, so it should not be read as a 2026 production figure.
